Mike McIntyre and other lawmakers evaluated the degree to which human rights were being respected in Russia in light of increasing authoritarian trends via so-called power institutions. The effect of the war in Chechnya on Russian society as a whole was also a topic of discussion.

Valentin Gefter, General Director of the Human Rights Institute in Moscow spoke to several factors that had led to issues regarding human rights, including the situation of military conflict in Chechnya, protests initiated by individuals displeased with social and economic policies, and preventative action taken by the state.
