This hearing was convened to discuss H.R. 4504, a bill introduced by the committee chairman, the Honorable Dante Fascell, of Florida. This legislation provided for several changes in the administration of the Commission on Security and Cooperation in Europe. First, it stipulated that the Chairman of the Commission could not also be the chairman of another sitting committee. Second, it provided for rotation between the House and the Senate for chairman of the Commission to ensure that it meets the needs of both houses of Congress. Third, it established the position of co-chairman, which had previously been an informal arrangement.
Representatives of several organizations, including the National Conference of Soveit Jewry, the Helsinki Watch, and the Joint Baltic American National Committee, spoke in favor of the legislation. The bill was ultimately passed in a vote by the House Committee on Foreign Affairs’ Subcommittee on International Operations.
