The fall of Assad heralds a new age for Syria. A united, prosperous, and independent Syria could generate widespread peace and reject the deleterious influence of Russia, Iran, and China. In order to achieve this vision, the United States must remove sanctions to give Syria a chance to develop and embrace freedom. Although President Trump has suspended most sanctions, the Caesar Syria Civilian Protection Act, meant to punish Assad for his murder and torture of hundreds of thousands of Syrian civilians, remains active.
This hearing will bring together key leaders of Syria, including Caesar, after whom the law is named, to discuss the importance of engaging with and removing sanctions on the new Syria at this moment of great opportunity. Witnesses will examine the context of this historic change, how to ensure that this development leads to Syria becoming a close and valued U.S. ally, and how the United States can counter attempts by adversaries to undermine positive change in Syria.
