Situations of Kurds in Iran, Iraq, and Turkey
Monday, May 17, 1993This briefing focused on the Kurdish minority, the fourth largest nationality in the Middle East primarily concentrated in the States of Iran, Iraq, and Turkey, a CSCE signatory state. The lack of institutional protection of human rights and individual freedoms that the Kurdish minority suffers from in each of these states was addressed. Additionally, the principles of territorial integrity, self-determination, and respect of human rights were explored in the context of the Middle East. Witnesses at the briefing – including Ahmet Turk, Chairman of the People’s Labor Party and Barham Salih, a Representative of the Iraqi Kurds – offered descriptions of the historical context and the political framework in which the issue of violations of the human rights of the Kurdish minority has arisen. Mr. Salih presented his personal experience as the evidence of the process of forced assimilation that Kurds were enduring in Turkey at the time.

Report: the U.S. Helsinki Commission Delegation to Hungary, Greece, Macedonia and Croatia (Nov. 11-17,1992)
Tuesday, December 01, 1992Budapest, Hungary, was the first stop of the Helsinki Commission delegation led by Commission CoChairman Senator Dennis DeConcini to Hungary, Greece, Macedonia, and Croatia. While in Hungary, the delegation planned to discuss a variety of domestic, bilateral, and regional issues with President Arpad Goncz, Prime Minister Jozsef Antall, and other high-level Hungarian officials. Chief among them were questions regarding the ongoing crisis in the former Yugoslavia; the delegation hoped to gain perspective on the regional ramifications of the crisis, and to learn more about Hungary's needs, concerns, and recommendations. Also critical was discussion of the specter of anti-Semitism and intolerance in Hungary, as manifested by the outspoken Vice President of the ruling Hungarian Democratic Forum Istvan Csurka; the delegation wished to express its strong condemnation of Csurka's divisive and exclusivist version of nationalism. Hungary's relations with the soon-to-be-independent Slovakia were also on the agenda, as well as the ongoing controversy over the Gabcikovo-Nagymoros Dam. The Commission delegation travelled to Macedonia to meet with government leaders and private citizens, including representatives of ethnic communities, with the goal of discussing questions related to Macedonia's recognition by the international community, and to observe the economic, political and social impact of the denial of that recognition to date. The delegation also wanted to examine the possibilities for violence and conflict in Macedonia due to the ongoing conflict in nearby Bosnia-Herzegovina and repression in neighboring Kosovo, and to hear Macedonian insights on this conflict and repression. Related to all the above, and central to the Commission delegation's concerns, was the degree of democratic development in Macedonia, especially in regard to respect for human rights and fundamental freedoms. The delegation travelled to Macedonia via Thessaloniki, Greece. Taking advantage of this transit, a further objective of the delegation was to hear the views of Greek officials on issues related to Macedonia, and the violent disintegration of Yugoslavia in general. Finally, the Commission delegation wished to visit refugees from the conflict in Bosnia-Herzegovina to gain information on the circumstances leading to their presence in Macedonia, as well as to observe the quality of their treatment as refugees in that country. The Commission delegation's main interest in travelling to Croatia was to examine the situation for Bosnian refugees residing there as winter approached and to hear their reports of what was happening in BosniaHerzegovina. More generally, the delegation wanted to obtain a more detailed picture of the situation in the region as a whole as the fighting raged on. This included developments within Croatia itself, such as the situation regarding displaced persons and in the United Nations Protected Areas, as well as Croatia's role in the Bosnian conflict. Finally, the delegation had an interest in seeing the newly created U.S. Mobile Army Surgical Hospital (MASH) unit at Pleso Airport outside Zagreb.

Geneva Meeting on National Minorities and Moscow Meeting on the Human Dimension
Wednesday, July 31, 1991The hearing will focus on two important CSCE meetings, the Geneva Experts Meeting on National Minorities. The Geneva meeting which recently ended was mandated to discuss national minorities, the meeting had three components: exchange of views on practical experience; review of the implementation of relevant CSCE commitments; and consideration of new measures. The distinguished speaker will outline the major points of the Geneva meeting and how the United States can best utilize its success while moving towards the upcoming human dimension meeting in Moscow.

Status Report on Soviet Jewry
Wednesday, March 07, 1990This hearing, which Representative Steny H. Hoyer presided over, was a portion of multiple hearings held on March 7, 1990, when attendees looked at the dramatic consequences of the Soviet government’s decision to relax its emigration policies, in addition to the impact of Glasnost on Jewish life in what was then the U.S.S.R. This new decision, the emigration policy of which was expected to soon be codified by the Supreme Soviet soon after the hearing took place, had negative and positive implications. While a record number of Jewish individuals were allowed to leave the U.S.S.R., Soviet citizens still needed explicit permission to leave the country. In spite of these reforms, though, there were still at least 100 refusenik cases, not to mention fear of an active anti-Semitic movement in the country.

The State of Human Rights in Romania: An Update
Thursday, December 01, 1988One year after worker-led disturbances erupted in Brasov and other Romanian cities, Romanian society remains tense, divided and increasingly impatient with a regime that exhibits little regard for the well-being of its citizenry. While the Romanian Party and Government have succeeded in quashing most open expressions of dissent, they have failed abysmally in garnering popular support for their programs -- if such support was ever solicited or even desired. Systematically depriving its citizens of the possibility to exercise the most fundamental human rights, and robbing them of the social and economic rights it supports so heartily in words, the Romanian regime has lost any legitimacy it might once have enjoyed among its citizens. Romanian citizens and recent emigrants from that country testify that repression has grown in the year after Brasov. While most prisoners of conscience were released under a January 1988 amnes ty, dissidents continue to be surveilled, followed, called in repeatedly for questioning by the Securitate, and placed under house arrest. Telephone lines are cut and mail intercepted to increase the dissidents' sense of isolation not only from the world outside Romania, but also from contacts within the country. Censorship has become more severe, and the security apparatus maintains an even more visible presence than before. The notorious but still unpublished Decree 408, which requires Romanian citizens to report to police all meetings with foreign citizens within 24 hours, is stringently enforced. Romania's economy continues to deteriorate. Fuel and electricity have been rationed for years. Staple foods, including milk, bread and flour, are rationed, and in many localities even these are unavailable. Meat is a rarity; soup bones only occasionally appear in stores. Decades of financial misplanning and inefficient industrial development have led to the dire condition of the Romanian economy, making it the poorest in Europe after Albania. The Government continues to repay its foreign debts at a swift rate and modernizeat the expense of the Romanian people's well-being.

Update on Raoul Wallenberg
Wednesday, August 03, 1983This hearing focused on the disappearance of Swedish diplomat Raoul Wallenberg, distinguished diplomat who risked his life to help grant protection to Jewish refugees in Hungary during Nazis occupation. Wallenberg’s whereabouts became unknown when the Soviets liberated Hungary. Despite Soviet declarations that Mr. Wallenberg died in 1947, many witnesses have contested this claim and have reported that he is in fact in Soviet prison. The Commissioners and the witnesses discussed the U.S. response and what further actions may be needed.

Soviet Jewry: H. Con. Res. 63
Thursday, June 23, 1983This joint hearing by the Committee on Foreign Affairs, Subcommittee on Human Rights and International Organizations, and the Commission on Security and Cooperation in Europe examined the plight of Jews in the Soviet Union. Moscow's heightened campaign of hatred against its own citizens, in flagrant disregard of international law, was identified as a factor in whether the United States should enter into any further agreements with the Soviet Union, especially ones which involve United States security. Witnesses testifying at this hearing expressed their concerns about the continued persecution and harassment of the Jewish community in the Soviet Union. The repressive policies instituted by the Soviet regime to destroy Jewish culture, despite its commitment to the human rights terms agreed upon during the Helsinki Final Act, were outlined.

IMPLEMENTATION OF THE HELSINKI ACCORDS VOL. IV - REPORTS ON SOVIET REPRESSION AND THE BELGRADE CONFERENCE
Sunday, June 05, 1977In light of first anniversary of the creation of the Commission on Security and Cooperation in Europe, this hearing focused on the work and the plight of courageous individuals who utilized the Helsinki accords as instruments for advancing international respect for human rights. In particular, the hearing delved into the case of Anatoly Shcharansky, one of the most courageous spokesmen of human rights in the U.S.S.R., faces treason charges as groundless as they are ominous. The Soviet decision to hold a show trial for Shcharansky with phony evidence and counterfeit witnesses combined with the earlier arrest of members of Helsinki monitoring groups in Russia, Ukraine, and most recently, in Georgia, were in violation of the Helsinki accords.

Roma have historically faced persecution and were the victims of genocide during World War II. Racial Justice and the Helsinki Commission
The Helsinki Commission has long supported racial justice in the United States and worldwide through its commitment to champion the tenets of the Helsinki Final Act, which states “. . . for all, without distinction as to race, sex, language or religion.” The commission promotes understanding of critical issues including minority rights, anti-Semitism, discrimination against Roma, and racism through hearings, briefings, events, legislation, and other initiatives. In 2020, the commission launched a series entitled "Human Rights at Home" that gathered the testimony of subject matter experts through public hearings on the current human rights situation in the United States and the U.S. commitment to adhere to its promises as an OSCE participating State. Helsinki Commission Chairman Rep. Alcee L. Hastings (FL-20) and other commissioners including the OSCE Parliamentary Assembly’s Special Representative on Anti-Semitism, Racism, and Intolerance Senator Ben Cardin regularly introduce and support legislation addressing diversity, inclusion, and racial justice issues in the United States and abroad. For example, the National Security Diversity and Inclusion Workforce Act of 2019 requires national security agencies to publicly report diversity and inclusion efforts; the African Descent Affairs Act of 2019 establishes a “U.S. strategy to protect and promote the human rights of people of African descent worldwide;” and the LITE Act strengthens partnerships with U.S. allies, protects democratic institutions, and supports transatlantic leadership. Through statements, articles, reports, and podcasts, the commission explores and comments on discrimination, intolerance, and racial justice. Justice at Home
Promoting human rights, good governance, and anti-corruption abroad can only be possible if the United States lives up to its values at home. By signing the Helsinki Final Act, the United States committed to respecting human rights and fundamental freedoms, even under the most challenging circumstances. However, like other OSCE participating States, the United States sometimes struggles to foster racial and religious equity, counter hate and discrimination, defend fundamental freedoms, and hold those in positions of authority accountable for their actions. The Helsinki Commission works to ensure that U.S. practices align with the country’s international commitments and that the United States remains responsive to legitimate concerns raised in the OSCE context, including about the death penalty, use of force by law enforcement, racial and religious profiling, and other criminal justice practices; the conduct of elections; and the status and treatment of detainees at Guantanamo Bay and elsewhere.

Justice Overseas
Human rights within states are crucial to security among states. Prioritizing respect for human rights and fundamental freedoms, defending the principles of liberty, and encouraging tolerance within societies must be at the forefront of America's foreign policy agenda. Peace, security, and prosperity cannot be sustained if national governments repress their citizens, stifle their media, or imprison members of the political opposition. Authoritarian regimes become increasingly unstable as citizens chafe under the bonds of persecution and violence, and pose a danger not only to their citizens, but also to neighboring nations. The Helsinki Commission strives to ensure that the protection of human rights and defense of democratic values are central to U.S. foreign policy; that they are applied consistently in U.S. relations with other countries; that violations of Helsinki provisions are given full consideration in U.S. policymaking; and that the United States holds those who repress their citizens accountable for their actions. This includes battling corruption; protecting the fundamental freedoms of all people, especially those who historically have been persecuted and marginalized; promoting the sustainable management of resources; and balancing national security interests with respect for human rights to achieve long-term positive outcomes rather than short-term gains.
Mr. Speaker, I thank the distinguished chairman for yielding me this time and for his leadership on this resolution. I also want to thank the gentleman from California (Mr. Lantos), who along with his wife is a survivor of the Holocaust. He is to be commended for his clear and unmistakable and nonambiguous condemnation of these horrific occurrences that occurred 60 years ago and before; and for his leadership today in Congress and around the world on behalf of the plight of Jews, who are still subjected to a gross anti-Semitism all over the world.
Mr. Speaker, perhaps no other single word evokes the horrors of the Holocaust as much as the name Auschwitz, the most notorious death camp in the history of humanity. On January 27, the Government of Poland will mark the liberation of that camp by the Soviet Army some 60 years ago. Leaders from across the globe, including our Vice President DICK CHENEY, will rightly and solemnly remember the victims of Auschwitz and the sacrifices of those who fought against Nazism.
This resolution, H. Res. 39, recognizes the 60th anniversary of the liberation of Auschwitz in German-occupied Poland. We also seek to strengthen the fight against racism, intolerance, bigotry, prejudice, discrimination, and anti-Semitism. The Congress of the United States joins those in Poland and elsewhere who are marking this solemn occasion.
I particularly support, Mr. Speaker, this resolution's call for education about what happened during the Holocaust in general and at Auschwitz in particular. At that single camp, an estimated 1.1 million men, women, and children were slaughtered. All in all, more than 60 percent of the pre-World War II Jewish population perished during the Holocaust. Others drawn into the Nazi machinery of death included Poles, Roman and other nationalities, religious leaders and religious minorities, the mentally or physically handicapped individuals, those who were considered inferior by the Nazis. The lives of countless survivors were forever broken.
When Soviet troops entered Auschwitz, they found hundreds of thousands of men's suits, more than 800,000 women's suits, and more than 14,000 pounds of human hair, a silent and grim testimony to the magnitude of the crimes that had been committed there.
Mr. Speaker, throughout the last several years, the Helsinki Commission, which I chaired during the last 2 years, has tried to focus on this terrible rising tide of anti-Semitism that has been occurring throughout Europe, among the OSCE's 55 countries, and really throughout the world. I am very glad that the Global Anti-Semitism Awareness Act of 2004, which the gentleman from California (Mr. Lantos), the gentleman from Illinois (Mr. Hyde), and I and Senator Voinovich and the gentleman from Maryland (Mr. Cardin) all worked so hard to enact, now has given us its first installment, including a very comprehensive report, which the gentleman from California (Mr. Lantos) just read from, and which I would like to make a part of the RECORD as well.
Members need to read this, Mr. Speaker. Anti-Semitism is on the rise, and it must be countered. A tourniquet must be put on this hate every time it reappears.
When we first began to raise this issue, one of the focuses we brought to bear on the Parliamentary Assembly was the importance of Holocaust education. And I would ask every American when they visit Washington to go down to the Holocaust Museum and walk through that museum. Look at the pictures of the people doing the hail to Hitler, the Hail Hitler salute. Seemingly normal, everyday people who, whether they knew it or not, were buying into this extermination campaign that is the most horrific in all of human history.
We would hope that when the Parliamentary Assembly comes to Washington in July that the 220-plus members of Parliaments from each of the countries will spend at least half a day going through the Holocaust Museum to remember so that the past does not become prologue.
I would also point out to my colleagues that my own sense of Holocaust remembrance and education began when I was a young teenager, and a man who used to visit a store right next to my family's sporting goods store who was a survivor himself. I will never forget when he rolled up his sleeve one day and showed us that tattooed mark, the number. He was one of the lucky ones, like our good friend and colleague, the gentleman from California (Mr. Lantos), who survived this terrible time when hell was in session.
So, again, this is another one of those issues that we all are deeply concerned about. There is no division between Democrat or Republican. And again I want to thank the gentleman from Illinois (Mr. Hyde) for his leadership on this as well. It has been extraordinary.
