William Connor was appointed by Co-Chairman Steve Cohen of the U.S. Helsinki Commission to serve as the Senior House Staff Representative on August 23, 2021.
William served in the Office of Congressman Steve Cohen from 2009 – 2017, where he worked on human rights and foreign affairs policy issues including covering Congressman Cohen’s position as a Commissioner on the U.S. Helsinki Commission and as Co-Chair of the Congressional Azerbaijan Caucus as well as the Congressional Iran Human Rights and Democracy Caucus. In addition to foreign affairs, William advised on defense, homeland security, international trade and veterans affairs policy areas.
During this period, William participated in the Truman National Security Project’s Congressional Security Scholarship Program, the Woodrow Wilson Foreign Policy Fellowship Program, the Partnership for a Secure America Congressional Program, and received a postgraduate degree from Georgetown University. He received his undergraduate degree from The University of Memphis.
Before his appointment to the U.S. Helsinki Commission, William spent four years with Bloomberg Government maintaining and developing business relationships across legislative offices and federal agencies.
