Danica R. Starks is a Senior Policy Advisor on detail to the U.S. Helsinki Commission from the Office of Russia, Ukraine & Eurasia at the U.S. Department of Commerce’s International Trade Administration where she spent almost two decades working to expand bilateral economic relations and develop rule of law-based market economies in Eastern Europe.
Danica was honored to be selected to attend the Dwight D. Eisenhower School for National Security and Resource Strategy at the National Defense University where she received a M.S. in National Resource Strategy, a Graduate Certificate in European Studies and completed a four month Space Industry Study. Danica also holds an M.A. in International Affairs with concentrations in Development and Transition Economics and Russian, Eurasian and Eastern European Studies from the Johns Hopkins University Paul H. Nitze School of Advanced International Studies and a B.A. in International Studies and Economics with a minor in Russian and Eastern European Affairs from The American University.
Danica speaks Russian and Spanish, is a member of Alpha Kappa Alpha Sorority, Inc., and volunteers as a mentor to young women through several organizations.
