Allison Hollabaugh Parker, General Counsel

Allison Hollabaugh Parker joined the Helsinki Commission in January 2012 as Counsel. Her portfolio includes human trafficking, women’s issues, international parental child abduction, and combating sexual exploitation of children.

Previously employed as Legal Counsel to Representative Chris Smith and as Policy Analyst in the Bureau of Population, Refugees, and Migration at the U.S. Department of State, Allison has advocated for human rights in both bilateral and multilateral settings, particularly within the Organization on Security and Cooperation in Europe, Organization of American States, and the United Nations. She has also developed law and policy on U.S. domestic concerns, including legislation on human trafficking, parental child abduction, and religious freedom.

Allison began working in human rights in 2001 at the U.S. Commission on International Religious Freedom, where she pursued the prioritization of religious freedom in U.S. foreign policy as well as highlighted egregious religious freedom abuses occurring abroad.

Allison earned a B.A. in Philosophy from Westmont College and a J.D. from the University of Notre Dame. She is a member of the Virginia Bar.
