Anti-Semitism

The alarming rise in anti-Semitic violence in Western Europe and the broader OSCE region since the early 2000s, culminated in the deadliest day for Jews since the Holocaust, namely Hamas’ attack of October 7, 2023, which killed approximately 1,200 Israeli men, women, and children. Since its inception, Helsinki Commissioners have pushed for OSCE participating States to recognize anti-Semitism and anti-Jewish violence as a threat not only to individuals’ rights but to human rights and freedoms everywhere. Helsinki Commission-led efforts have included creating the role of a Special Representative to lead and coordinate States’ awareness and accountability initiatives, hosting hearings and briefings to draw attention to this scourge, sponsoring legislation within the U.S. Congress, partnering with OSCE’s Office of Democratic Institutions and Human Rights (ODIHR) to fund and deliver training and education initiatives,  drafting resolutions adopted by OSCE Parliamentary Assembly (OSCE PA) on combating anti-Semitism. Other initiatives supported by Helsinki Commissioners include taking a leadership role in drafting OSCE’s seminal 2004 Berlin Declaration, wherein OSCE participating States officially recognized anti-Semitism, and the conspiracy theories which underpin it, as a threat to democracies around the globe.  The Commission’s work on these issues also helped to hold annual, high-level conferences on combatting anti-Semitism and spur the annual appointment of Personal Representatives to address this and related issues by successive OSCE Chairs-in-Office, since 2004. Commissioners partnered with the White House to develop a U.S. National Strategy to Counter Anti-Semitism and supported States’ efforts to increase their commitment to increasing security for the Jewish community, promote Holocaust education, and end Holocaust distortion. Additionally, Commissioners have led efforts in the United States to include anti-Semitic incidents in the annual State Department International Religious Freedom Reports and Country Reports on Human Rights, and to create the position of the U.S. Special Envoy on Anti-Semitism within the State Department.
