The United States is not confronting just Iran, but a broader Russia-Iran axis. For decades, Russia and Iran have demonstrated their shared dedication to toppling U.S. global leadership, working together to promote terrorism and create chaos in the West. They have supported each other through weapons transfers, intelligence cooperation, sanctions evasion, military training, and nuclear cooperation. Iran has armed Russia for its war on Ukraine, and in turn Russia has provided intelligence support for Iranian attacks against Americans in the Middle East.
Meanwhile, Ukrainians have demonstrated that they are indispensable partners and leaders in the global struggle for freedom. While fighting for its own survival, Ukraine is sharing its combat-tested expertise in countering Iranian and Russian drones and missiles with the United States and partners in Middle East. Ukrainians understand Russia and Iran’s authoritarian project at both technical and strategic levels and are willing to use this hard-earned insight to strengthen Western resilience.
This hearing will examine what the current conflict reveals about Russia and Iran’s longstanding and deepening partnership and Ukraine’s role as a U.S. ally and champion of the principles that animated the American founding. Witnesses will also discuss how the United States can better integrate Ukraine into its alliance system as a bulwark against authoritarian expansionism and repression.
