On January 22, 2019, the Helsinki Commission held a field hearing on the development of emerging technologies and transatlantic security at the University of Texas at Arlington. Helsinki Commissioner Rep. Marc Veasey (TX-33) convened the hearing, where two additional members of Congress and expert witnesses discussed the policy, legal, and ethical implications of rapidly changing defense developments.

“New threats that we are concerned with range from hypersonic weapons to drones to autonomous weapons platforms, artificial intelligence, directed energy and others,” Rep. Veasey said. “These technologies have the potential to unlock some very important capabilities in the defense of our homeland and support our allies and friends abroad. However, these same technologies [are] under development from some of our strategic competitors, Russia chief among them.”

Alongside Rep. Veasey, Rep. Colin Allred (TX-33) and Rep. Ron Wright (TX-06) were joined by Executive Director at the Clements Center for National Security William Inboden, Congressional Research Service Advanced Technology and Global Security Analyst Kelley Sayler, and Southern Methodist University Criminal Clinic Director Chris Jenks to discuss the potential for these technologies to threaten security and home and abroad.

Rep. Allred, who serves on the House Foreign Affairs Committee, stressed the importance of considering the legal and ethical dilemmas that the development of new technologies present to the United States. Rep. Allred hoped that the U.S. can strike a balance between maintaining security readiness and American values.

“Obviously we are in a moment in which there is conflict popping up around the world and we have a complicated threat stream that we are trying to look to,” Rep. Allred said. “But as we turn to the great power competition as we have seen emerging now as the focus of our own foreign policy and of our own strategic opponents, I think it is important that we look at these emerging technologies and how this is going to impact it.”

Sayler provided an overview of three major emerging technologies: artificial intelligence, lethal autonomous weapons, and hypersonics. She discussed the potential capabilities of all three technologies; their current state of development in the United States, China, and Russia; and the role of international and regional institutions in governing their use. Sayler also offered predictions for how technology will shape future wars between states, including accelerating the pace of conflict, replacing humans with AI, and shifting the offensive-defensive balance.

Inboden elaborated on the idea of hybrid warfare and shifting strategies with the example of the 2007 cyberattack on Estonia by Russia, which shut down the country’s banking system, media, hospitals, and government.

“From our vantage point 13 years later, I think we should look back on Russia’s cyber attack on Estonia and see it for what it was: the first wave in what would become a cascade of Russian aggression and hybrid warfare,” Inboden said.

Inboden further illustrated the changing nature of conflict by highlighting Russia’s annexation of Crimea and interference in the 2016 election. He also noted that Russia is the OSCE participating State most involved in researching, developing, and employing emerging weapons systems.

Inboden’s recommendations moving forward included combining “strength with diplomacy” and continuing the development of emerging technologies within the United States and other OSCE democracies.

The final witness to testify, Jenks urged the U.S. Congress to direct change within the military to increase understanding of how to set boundaries on scientific development and military operation conduct in the future. Jenks also pointed out that while moral panic might accompany the idea of using new technology on the battlefield, these capabilities may also serve to better protect servicemembers.

“In my view there can be no question that the U.S. and our European allies must continue to leverage emerging technologies and weapons systems – we would be derelict in our duties if we didn’t,” Jenks said. “But we need to halt the demonization of technologization in the context of weapons.”

The members of Congress asked the experts about the potential threat of new technology to advance great power conflict, the ethical and human rights considerations when discussing the implications of efficient technology, and how to use diplomacy to negotiate with strategic adversaries.

“These topics and many others that are discussed are really now, more than ever, need to be something that the American public takes a closer look at,” Rep. Veasey said.

  • Central Asia Becomes New Target for ISIS Recruiters

    Thousands of fighters have fled their home countries to join the Islamic State group in Iraq and Syria, including the chief of the counter-terrorism program in a Central Asian country. Col. Gulmurod Khalimov, who was highly trained by the U.S., left his post in Tajikistan, posting a video online last week as proof. While perhaps the most notable example, Khalimov is only one of an estimated 4,000 people who have left nations in central Asia to join ISIS, according to the International Crisis Group. “What does this say about the current effort to stop terror-minded men and women from volunteering and traveling to the Middle East?” Rep. Chris Smith, R-N.J., asked at a hearing about the recruitment of foreign fighters from Central Asia. The hearing took place on the anniversary of ISIS’ capture of Mosul, Iraq. “Clearly, our government – working with others …  must take stronger action to combat radicalization beyond our borders.” In a step toward this goal, the Commission on Security and Cooperation in Europe, of which Smith is a co-chairman, held a hearing to discuss recruitment of foreign fighters from Central Asia countries. The commission, also known as the Helsinki Commission, focused on the five countries in the region: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

  • Chairman Smith Rebukes U.S. Administration: "Delay Is Denial" Regarding Military Aid to Ukraine

    WASHINGTON—At today’s House Foreign Affairs Committee hearing, “Ukraine Under Siege,” Helsinki Commission Chair Rep. Chris Smith (NJ-04) took the U.S. Administration to task for its delay in providing defensive military assistance to Ukraine. “We have a de facto defensive weapons arms embargo on Ukraine … Delay is denial. People are dying,” Chairman Smith said. “Over 6,000 are dead. Many of these are children and women.” He continued, “[The Ukrainians] need us …they told me off-the-record how profoundly disappointed they are in President Obama, especially in light of people around him saying, ‘Please, Mr. President, this is a time for American leadership.’ When will the decision [to provide defensive military assistance] be made?” “They need defensive weapons and they need them now,” he concluded. During his remarks, Chairman Smith compared the current situation in Ukraine to the conflict in the Balkans in the 1990s, when the U.S. failed to provide military assistance that would have allowed Bosnians and Croatians to defend themselves against the aggression of Slobodan Milošević. He also expressed concern about the plight of detained Ukrainian pilot Nadiya Savchenko, who is currently on the 82nd day of a hunger strike in Moscow.

  • Chairman Smith Urges OSCE Leaders: Respond to Humanitarian Needs in Eastern Ukraine

    WASHINGTON—A renewed effort is underway in the Organization for Cooperation for Security and Cooperation in Europe (OSCE) to urge it to respond to humanitarian needs in eastern Ukraine, and to follow through on OSCE commitments to fight human trafficking and anti-Semitism. Rep. Chris Smith (NJ-04) led the U.S. Delegation to the annual Winter Meeting of the OSCE Parliamentary Assembly (OSCE PA) last week in Vienna, where he spearheaded this push. Smith expressed particular concern about the potential for human trafficking of vulnerable groups stemming from the current conflict in Ukraine. In a question to Ivica Dačić, the OSCE’s Chairman-in-Office for 2015 and the Foreign Minister of Serbia, Smith drew attention to the needs of internally displaced persons and the potential for human trafficking in eastern Ukraine. He noted that, among the nearly one million internally displaced persons, woman and children are particularly vulnerable to trafficking, and raised concerns that criminal gangs are taking advantage of the conflict:   “Is the OSCE equipping the special monitoring mission and other OSCE entities working in the Ukraine conflict zone, or with IDPs, to recognize and protect human trafficking victims, and is the OSCE taking trafficking prevention measures for this particular vulnerable population?” At a private meeting during the event, Chairman Smith met with Chairman-in-Office Dačić  to discuss the humanitarian, human rights, and security concerns arising from the Russian-backed conflict in eastern Ukraine. Smith encouraged Serbia to vigorously uphold the commitments made at the at the 10th  anniversary of the OSCE's Berlin Conference on anti-Semitism, and to review and reform the OSCE’s contracting regulations to ensure that OSCE activities do not contribute to trafficking in persons. He also urged Chairman-in-Office Dačić to promote an appropriate commemoration by the OSCE of the 20th anniversary of the Srebrenica genocide. Chairman Smith also met the Director of the OSCE’s Office of Democratic Institutions and Human Rights, Michael Georg Link. In addition to human trafficking and anti-Semitism, the two discussed OSCE election observation missions, as well as the organization’s current efforts to protect freedom of religion. In a meeting with Ambassador Madina Jarbussynova, the OSCE Special Representative and Coordinator for Combating Trafficking in Human Beings, Chairman Smith spoke about the most effective ways to fight human trafficking and assist with the rehabilitation of trafficking victims – including by working with faith-based organizations, as well as by encouraging participating States to adopt legislation preventing child sex tourism, such as Chairman Smith’s legislation currently pending in the U.S. Senate. Chairman Smith has pioneered OSCE engagement in fighting human trafficking and anti-Semitism. Starting in 2002, Smith led the movement to put anti-Semitism on the agenda of the OSCE, and he continues to work closely with Rabbi Andy Baker, the OSCE’s Representative on Combating Anti-Semitism, to ensure a more vigorous implementation of OSCE commitments in the area. In 2005 Smith authored H. Res. 199, a landmark congressional resolution recognizing the atrocity at Srebrenica in which an estimated 8,000 civilian men and boys were murdered by Serb forces as a genocide.

  • Serbian Minister of Foreign Affairs to Testify at Helsinki Commission Hearing

    WASHINGTON—The Commission on Security and Cooperation in Europe, also known as the Helsinki Commission, today announced the following hearing: “Serbia’s Leadership of the OSCE” Wednesday, February 25, 2015 2:30PM Rayburn House Office Building Room 2200 Serbia’s 2015 Chairmanship-in-Office of the 57-nation Organization for Security and Cooperation in Europe (OSCE) comes at a pivotal point in European security. The OSCE, a regional security organization based known for its work in promoting democracy, human rights, and the rule of law, operates on the front lines of Russia-Ukraine conflict and seeks to counter backsliding on human rights in other countries of the OSCE region.   Serbia’s First Deputy Prime Minister and Minister of Foreign Affairs, H.E. Ivica Dačić, will testify before the Helsinki Commission in his capacity as Chairman-in-Office of the OSCE. He takes the helm to conclude the implementation of a joint leadership plan developed with Switzerland, which chaired the OSCE in 2014. Minister Dačić is expected to discuss the Serbian Chairmanship-in-Office’s priorities, including resolution of the conflict in and around Ukraine; reconciliation and cooperation in the Western Balkans; reforming security sector governance; combating transnational threats, including foreign terrorist fighters, terrorism, and cyber-security; safeguarding journalists; fostering freedom of expression, assembly, and association; combating organized crime and its linkages to human trafficking; combating corruption; and improving water governance. He will also provide insights regarding the ongoing work of the OSCE.

  • Helsinki Commission Urges End to Ongoing Bloodshed In Ukraine

    WASHINGTON—Following the recent offensive by Russian-led militants, which has resulted in the deaths of more than 250 civilians in recent weeks, Helsinki Commission Chairman Chris Smith (NJ-04) and Co-Chairman Roger Wicker (MS) issued the following statement:   “Hundreds of civilians have tragically lost their lives in these indiscriminate attacks. They are the latest victims of an offensive supported by the Russian government, which has provided troops, heavy weapons, funding, and supplies to separatists in the region. The death toll in this conflict is now over 5,500. Our hearts go out to the mothers, fathers, children, siblings, and friends who have lost someone they love. “The violence promoted by the Russian government and its proxies has created a humanitarian catastrophe, forcing more than one million people to flee the occupied regions.  Unfortunately, many others are still trapped in the conflict zone, where they endure tremendous hardships.  The civilian population lives under relentless attack from militants. “Our government should lead the world in supporting Ukraine. The Administration should vigorously implement the Ukraine Freedom Support Act, including the provision of military arms to assist Ukrainians in protecting their sovereignty as needed and the delivery of necessary humanitarian and economic aid.  “Over the past year, Ukrainians have demonstrated a strong commitment to comprehensive reform. The United States should support these efforts to address acute security, economic, and humanitarian needs.  A stable, independent, and democratic Ukraine is essential to a free and peaceful Europe. “The Russian government has consistently flouted the September Minsk agreements, as well as the Budapest Memorandum and all 10 core OSCE principles enshrined in the Helsinki Final Act. We welcome news that an agreement has been reached on a ceasefire and heavy weapons withdrawal in eastern Ukraine.  However, until such a time as the provisions of the new Minsk agreement are fully implemented, the United States needs to maintain sanctions on Russia and encourage the European Union to do the same.”

  • Bipartisan U.S. Delegation Defends Ukraine, Raises Concerns about Russia at OSCE Parliamentary Session

    From June 27 to July 3, 2014, a bicameral, bipartisan delegation of eight Members of Congress represented the United States at the annual session of the OSCE’s 57-nation Parliamentary Assembly in Baku, Azerbaijan. The delegation, which was organized by the U.S. Helsinki Commission, also made side visits to Georgia and Moldova. The congressional delegation was led by the Commission Chairman, Senator Ben Cardin (MD), while the Co-Chairman, Representative Chris Smith (NJ-04) was head of delegation at the Assembly session. The Commission’s Ranking Senator, Roger Wicker (MS) and House Commissioners Robert Aderholt (AL-04) and Phil Gingrey (GA-11) also participated, along with Senator Tom Harkin (IA) and Representatives David Schweikert (AZ-06) and Adam Schiff (CA-28). A central concern at the Assembly meeting, as well as during bilateral interaction with the authorities and people of Azerbaijan, Georgia, and Moldova, was Russian Federation’s annexation of Crimea and its incursions into eastern Ukraine. The congressional delegation was highly critical of Moscow’s attempt to reassert its domination over the affairs of its neighbors more than two decades after the Soviet Union’s collapse, and it reassured friends and allies of the deep and continuing commitment of the United States to security and cooperation in Europe and throughout the OSCE region.

  • Statement by Commissioner Representative Mike McIntyre at the OSCE PA Fall Meeting

    OSCE PA Autumn Meeting Session 1: Political and Military Dimension Debate on the Crisis in Ukraine  This Parliamentary Assembly spoke clearly on this matter in the Declaration adopted at the annual session in Baku.  Starting with vicious propaganda and intimidation of journalists, Moscow created this conflict by stoking irrational fears and then reinforcing violence in Ukraine with men and materiel from the Russian Federation. Russia has flagrantly violated international norms and commitments, including all ten core principles of the Helsinki Final Act. This is an attempt to deny a neighboring country and fellow OSCE member of the ability to make its own decisions regarding its own future. Russia has worked actively to suppress Ukraine’s aspirations towards freedom, democracy, and human dignity.  The United States underscores the critical role of the OSCE throughout this tragic conflict which began with the attempted illegal annexation of Crimea. As the largest regional organization in the world, the OSCE has a prominent role in trying to end this war. We have been encouraged by all of the efforts of the OSCE in Ukraine to monitor and work to reduce tensions and foster peace, security, and stability. The OSCE can become a stabilizing presence as to what is, in-fact, happening.  We are increasingly concerned by continued reports of Russian and separatist violations of the ceasefire. We have seen little progress by the Russian Federation or the Russia-backed separatists since these agreements were adopted last month. Russia-backed separatist forces continue to attack Ukrainian positions, including several positions within the agreed exclusion zone area!  Our frank criticism is not, as some might assert, an effort to create a new Cold War environment, but an effort to prevent one. That has been, and will always be, the purpose of our candid debates in the OSCE. Let us fulfill our mission as the OSCE!  We again call on the Russian Federation to implement its part of the agreements fully by immediately withdrawing all Russian military forces and equipment from inside Ukraine and returning control of the international border to Kyiv. That is the bottom line! Russia must respect Ukraine’s sovereignty and territorial integrity by ending both its unlawful activities in eastern Ukraine and its occupation of Crimea.  Why do we have an OSCE if nations will not respect one another’s sovereignty and dignity? The time is now. This is the test! May God grant us wisdom in this decision.

  • Portman and Cardin Urge the Administration to Provide Needed Military Assistance to Ukraine

    WASHINGTON–Today, U.S. Senators Rob Portman (R-Ohio) and Ben Cardin (D-Md.) urged the Administration to approve badly needed defensive military assistance to the Armed Forces of Ukraine. The senators expressed concern over the Ukrainian military’s challenges defending its sovereignty against insurgents armed and trained by Russia and urged the Administration to provide the military capabilities to defeat the separatists, deter Russian aggression, and restore stability to the nation. “The United States must stand with Ukraine as they fight for the right to chart their own future,” Portman stated. “While economic and political support is vital, the goals this aid is designed to achieve will be impossible if the Ukrainian military cannot restore law and order and deter future aggression. We must provide Ukrainians with the military capabilities they need to protect their country and fulfill the promise of the Maidan.” "Ukraine’s people have shown remarkable courage and perseverance in the face of tremendous internal challenges and serious and ongoing external threats," said Cardin.  "We will continue to stand by the people of Ukraine as they work to overcome these challenges and forge a free, independent and democratic future.”  Portman and Cardin traveled to Ukraine earlier this year to show support for the Ukrainian people and to serve as election monitors for their presidential elections.  Full text of the letter can be found below. President Barack Obama The White House 1600 Pennsylvania Avenue Washington DC, 20500 Dear President Obama, We are writing to request that your administration approve badly needed defensive military assistance to the Armed Forces of Ukraine. The Ukrainian military is struggling to defend its sovereignty against insurgents armed and trained by Russia and needs to possess the military capabilities to defeat the separatists, deter Russian aggression, and restore stability to the nation. The tragic disaster of the attack on Malaysian Airlines flight MH-17, with strong evidence that it   was downed by Russian-led separatist militants in Ukraine, further illustrates the danger posed to the region and the international community by the continued conflict in Eastern Ukraine.  Until stability is restored, the democratically elected government of Ukraine will be unable to continue on the path of reform and modernization that the United States has encouraged it to follow. The United States has been instrumental in delivering vital economic and political assistance. Through the Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014 and administrative actions, the United States has provided Ukraine with a $1 billion loan guarantee and over $50 million in additional political and economic assistance. The United States also helped Ukraine secure a $17 billion loan from the International Monetary Fund and an 11 billion Euro aid package from the European Union. We appreciate your work in helping to provide this assistance. However, the crucial political and economic reform goals this previously approved aid is designed to help meet will not be possible if the government of Ukraine is unable to defeat the separatists, deter foreign aggression, and maintain law and order over all areas of the country. The bipartisan Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014 authorized $100 million to enhance security cooperation and assistance efforts with Ukraine and other countries in Central and Eastern Europe. We are concerned, however, that the level of military support the United States has provided to date is insufficient to providing the Ukrainian military with the capabilities it needs to secure its borders and deter future aggression. The Ukrainian military needs more sophisticated equipment to succeed in its mission and preserve the great strides Ukraine has made since the Maidan uprising. We believe that a variety of non-lethal systems such as advanced communications equipment, night-vision goggles, navigation equipment, and body armor as well as defensive military weapons would provide Ukrainian forces with the capabilities they need to restore order and discourage further foreign interference. We understand that both the Departments of State and Defense continue to coordinate with, assess needed capabilities of, and field requests from the Ukrainian security forces.  We would like to better understand what steps have been taken to provide assistance to the Ukrainian military and immediate plans to expand that support.  Specifically, what military capabilities has the government of Ukraine requested? Of these capabilities, what has your administration authorized to be provided to Ukraine, and what specific capabilities have been delivered to date?  Additionally, what is your overall strategy to carry out the requirements set forth in Sec. 7(c) of the Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014? The people of Ukraine have chosen a more democratic, transparent, and inclusive future for their country and the United States has pledged to support them in their hour of need. Honoring this commitment means providing the assistance necessary to help Ukraine develop the full range of economic, political, and military tools it needs to fulfill this hopeful vision. We urge you to support more robust assistance to Ukraine.

  • U.S. Helsinki Commission Calls for Investigation, Accountability for Terrorist Act in Ukraine Separatist Region

    WASHINGTON—In response to the downing of Malaysian Airlines MH17 in territory controlled by separatists in Ukraine, members of the Commission on Security and Cooperation in Europe (U.S. Helsinki Commission) today called for unfettered access to the crash site for international investigators in order to establish responsibility for the killings in order to hold those parties accountable. “The downing of Malaysian Air flight 17 is an unspeakable tragedy. It did not have to happen and those responsible must be held accountable,” said Senator Ben Cardin (MD), Chairman of the U.S. Helsinki Commission. “As we mourn for those lost and share our heartfelt prayers with the victims' families, I encourage international efforts to establish what happened and who was responsible.  In particular, I welcome the efforts and courage of the OSCE’s Special Monitoring Mission team which has made its way to the crash site. I am extremely disappointed to learn that they were forced to depart after a mere 75 minutes due to aggression by the Moscow-sponsored separatists.  "This heinous crime is a direct consequence of Russia’s unjustified aggression in Ukraine which began with the annexation of Crimea nearly five months ago and has continued in two regions in eastern Ukraine, in violation of OSCE and other international norms. It is a direct result of Putin’s destabilization of Ukraine. The top three leaders of the so-called Donetsk People’s Republic are all Russian citizens and two of them are Russian intelligence operatives," continued Chairman Cardin. “Russia has continued to sponsor these terrorists with heavy weapons, equipment and men continuing to flow across the Russian border into Ukraine. If Russian involvement is confirmed, serious consideration needs to be given to designating the Donetsk People’s Republic a Foreign Terrorist Organization and the Russian Federation a State Sponsor of Terrorism.” Co-Chairman of the Commission, Representative Chris Smith (NJ-04), stated that “Our hearts go out to the family and friends of the 298 innocent victims, including 80 children, who perished, likely at the hands of Russian operatives. I urge the President to vigorously work for full access for identification and removal of victims’ remains, and international investigation. The entire area should be treated as a crime scene – as the plane appears to have been shot down by a surface-to-air missile launched from a separatist-controlled area. This follows a pattern of actions where the rebels have shot down Ukrainian military planes and helicopters, most recently a Ukrainian military cargo plane earlier this week, for which they took credit.” “I am profoundly saddened and outraged at the senseless loss of innocent civilians on Malaysian Airlines Flight 17,” said Commissioner Representative Michael Burgess (TX-26). “I am extremely disturbed by the lack of access for international observers and first responders and by reports of looting and of people contaminating the crash site.  Not only must we be able to conduct a proper investigation, but the remains of the victims must be treated properly and with the utmost respect. I am also troubled by reports that there may be other efforts by the separatists and Russian authorities to cover up what really happened.”

  • Cardin, Smith Advance Security and Human Rights during Annual Meeting of European Parliamentarians

    WASHINGTON - A bipartisan 8-member Congressional delegation led by Senator Ben Cardin (D-MD), Chairman of the Commission on Security in Europe (U.S. Helsinki Commission), visited Georgia, Azerbaijan and Moldova. In Baku, Azerbaijan, Representative Chris Smith (NJ-04), Co-Chairman of the Commission, headed the U.S. delegation to the Organization for Security and Cooperation in Europe’s Parliamentary Assembly (OSCE PA) from June 28-July 2 that successfully advanced priority security and human rights initiatives. Key among the U.S. initiatives was a resolution introduced by Chairman Ben Cardin condemning Russia’s violation of international commitments by annexing Crimea and directly supporting separatist conflict in Ukraine. Upon passage of the resolution by a 3 to 1 margin, Cardin stated: “Russia is a member of this organization, but is violating its core principles. We must speak up in the strongest possible way and hold Russia accountable for its destabilizing actions and that is what we did here.” Co-Chairman Smith received overwhelming support for his resolution on efforts to combat child sex trafficking. As the Assembly’s Special Representative on Human Trafficking, Smith’s initiative pressed for the formation of a notification system among countries regarding the travel of persons convicted of sex crimes against children, as well as increased cooperation between law enforcement agencies and with the travel industry to prevent child sex tourism. “This resolution provides a tool to mitigate the horrific abuse of children by sexual tourism,” said Smith. “These predators thrive on secrecy, and so the goal is advance notification of sex offender travel so that children can be protected.” In addition to Chairman Cardin and Co-Chairman Smith, the delegation included Commission Ranking Member Senator Roger Wicker (R-MS), Senator Tom Harkin (D-IA), Commissioner Representative Robert Aderholt(R-AL), Commissioner Representative Phil Gingrey (R-GA), Representative David Schweikert (R-AZ) and Representative Adam Schiff (D-CA). The U.S. delegation fielded two of the 18 resolutions considered at the annual session, as well as a total of 19 amendments to several of these resolutions. In an initiative related to Chairman Cardin’s Ukraine resolution, Senator Wicker introduced language adopted by the Assembly recognizing the importance of the OSCE’s military observation missions, including the inspections in Ukraine.  Senator Wicker also participated in a dialogue with fellow parliamentarians on OSCE engagement with partner country Afghanistan. Senator Tom Harkin successfully offered amendments calling for access and equal opportunity for persons with disabilities, including calling for the ratification and implementation of the Convention on the Rights of Persons with Disabilities by all OSCE participating States. Commissioner Representative Robert Aderholt achieved passage of language supporting the integration of Western Balkan countries into the EU and NATO, and, in a separate initiative, highlighted the plight of “disappeared” political prisoners in Turkmenistan and called on that government to finally come clean on the fate of these individuals, one of whom was a former OSCE ambassador. An initiative by Rep. David Schweikert encouraged increased outreach by the OSCE to Mediterranean Partner countries, while Rep. Phil Gingrey brokered an agreement calling for concrete steps to promote clean and affordable energy. Finally, Rep. Smith and Senator Cardin joined an initiative with the Canadian delegation to respond more vigorously to acts of anti-Semitism throughout the participating States. On July 2 the meeting concluded with the adoption of the Baku Declaration, containing broad policy recommendations for the OSCE and its 57 participating States in the fields of political affairs and military security, trade, the environment and human rights. While in Azerbaijan, the delegation also held bilateral meetings with the Government of Azerbaijan, including meeting with President Ilham Aliyev as well as representatives of civil society fighting for media freedom, rule of law and disability rights in Azerbaijan. Bilateral meetings in Georgia and Moldova In addition to attending the OSCE PA’s Annual Session in Azerbaijan, Chairman Cardin led the delegation to stops in Tbilisi, Georgia, and Chisinau, Moldova, for bilateral meetings to discuss expanded ties with the United States as well as regional security in the wake of the crisis in Ukraine. In Georgia the delegation met with the President, Prime Minister, and the leadership of the United National Movement opposition party offering U.S. support and encouraging further democratic reforms, particularly in building a robust and independent judiciary free from corruption and untainted by politically-motivated prosecutions. In Moldova, the delegation met with the Prime Minister and key political leaders across the spectrum on the day the national parliament ratified an historic agreement with the European Union. The delegation also held consultations with the leadership of the OSCE Mission to Moldova, representatives of civil society, and the U.S. Embassy.

  • Cardin, Wicker Lead Colleagues in Urging Action to Free OSCE Observers Held in Ukraine

    WASHINGTON – U.S. Senators Ben Cardin (D-Md.) and Roger Wicker (R-Miss.), Chairman and Senate Ranking Member of the U.S. Helsinki Commission, along with Senators Jeanne Shaheen (D-NH), Richard Blumenthal (D-Conn.), Barbara A. We urge you to do everything in your power to help secure their release. In addition to the OSCE observers, several dozen people — journalists, activists, police officers, politicians — are reportedly being held captive in makeshift jails in Slovyansk. Furthermore, we continue to be deeply dismayed at the other flagrant violations of human rights by pro-Russian militants in eastern and southern Ukraine.  These include attacks and threats against minority groups, particularly Jews and Roma as well as Crimean Tatars and Ukrainians in Crimea.  Supporters of a united Ukraine have been targeted as well, including a local politician and a university student whose tortured bodies were found dumped in a river near Slovyansk. The Joint Statement on Ukraine signed on April 17 by the EU, the United States, Russia and Ukraine calls on all sides to refrain from any violence, intimidation or provocative actions and condemns and rejects all expressions of extremism, racism and religious intolerance, including anti-Semitism. We fear both the spirit and the letter of this agreement have been breached. In recent days, we have seen troubling manifestations against ethnic and religious minority communities.  The distribution of flyers in Donetsk calling for Jews to register their religion and property is a chilling reminder of an especially dark period in European history and we welcome your unequivocal remarks of condemnation. While the perpetrators of this onerous action have not been determined, one thing is clear:  Moscow, which controls the pro-Russian separatists in eastern Ukraine, is using anti-Semitism as an ingredient in its anti-Ukrainian campaign, utilizing its media as a vehicle.  Perhaps more insidiously, among the various Russian special forces, operatives and agitators in Ukraine are members of neo-Nazi groups and the Black Hundreds, a reincarnation of the notorious Russian anti-Semitic organization that existed more than a century ago. Jewish communities in parts of eastern Ukraine are not the only ones with reasons to be worried.  In Slovyansk, armed separatists have invaded Romani houses, beating and robbing men, women and children. Even Ukrainian-speakers, including Ukrainian-speaking journalists, have reportedly experienced intimidation in the largely Russian-speaking Donetsk oblast. At the same time, in the Russian-annexed Crimean peninsula, Crimean Tatars continue to be threatened with deportation and attacked for speaking their own language in their ancestral homeland. Moreover, the most visible long-time leader of the Crimean Tatar community and former Soviet political prisoner Mustafa Dzhemilev, has reportedly been banned from returning to Crimea.  Additionally, the separatist Crimean authorities announced that Ukrainian literature and history will no longer be offered in Crimean schools. We commend the Ukrainian government for its denunciation of attacks and threats against minorities and its pledge to find those responsible and bring them to justice. It is imperative that the Russian-controlled separatist groups cease their de-stabilizing, violent activity, which has left all minorities vulnerable. These attacks and threats underscore the importance of the OSCE Special Monitoring Mission and other OSCE institutions in Ukraine in assessing the situation on the ground and helping to de-escalate tensions. They need to be permitted to operate unhindered in eastern Ukraine and to be allowed access into Crimea, which Russia has thus far blocked.  We urge you to continue to do everything possible to facilitate their unimpeded access to all parts of Ukraine, including the provision of adequate resources. To be sure, the actions against pro-Ukrainian activists and minorities are the direct result of Russia’s unfounded and illegal aggression towards Ukraine – first in Crimea and now in eastern Ukraine. We also ask that you further urge both NATO member countries and participating states of the Organization for Security and Cooperation in Europe (OSCE) to work cooperatively to cease all trade involving military equipment with Russia in response to Russia’s illegal annexation of Crimea and violation of Ukrainian sovereignty. This would be a forceful next step by both international organizations (of which the United States is a member) to affirm that there is no more business as usual when it comes to bilateral trade of military equipment given Russia’s hostile actions. As you are aware, two decades ago the Partnership for Peace program was implemented to foster trust between NATO member countries and the member states of the former Soviet Union, and to acknowledge a shared political commitment to creating lasting and inclusive peace in the Euro-Atlantic area. This integration with the member states of the former Soviet Union was predicated on shared values and common obligations to uphold international law. Likewise, the Helsinki Final Act, which has been signed by 57 OSCE nations, including the United States, affirmed our collective commitment to sovereign equality, respect for human rights, and fundamental freedoms. Russia violated these shared principles by disregarding its treaty obligations under the bilateral Treaty of Friendship, Cooperation, and Partnership between Ukraine and the Russian Federation.  We should immediately halt the trade in military equipment now that Russia has reneged on its commitment to abide by international law. Russia has clearly violated the principles of the Helsinki Final Act, and its actions are antithetical to the principles that NATO member countries like the United States seek to uphold. Nonetheless, significant bilateral trade in military equipment continues. The United Kingdom announced the Military Technical Cooperation Agreement with Russia in January 2014, which would provide a framework for Russian and UK defense companies to cooperate at an unclassified level and enable British and Russian arms producers to exchange defense components and technical data. France has continued an existing contract to sell two high-tech Mistral warships to Russia, and the Hungarian Ministry of Defense recently acquired three Mil Mi-8 transport helicopters produced by Rosoboronexport. Unfortunately and inexplicably, the United States is, at the time of writing, continuing with plans to receive 22 more Mi-17 helicopters from Russia as part of our ongoing assistance to Afghanistan. We believe the United States must show leadership by terminating all defense contracts with Russia and ask that you strongly encourage our NATO allies and OSCE participating states to take similar actions.   • Cardin Praises Bipartisan Unity in Support of Ukraine, Sanctions Against Russia

    WASHINGTON–U.S. Senator Ben Cardin (D-Md.), a senior member of the Senate Foreign Relations Committee and Chairman of the U.S. Helsinki Commission (CSCE), praised the full Senate passage of a package of loan guarantees for the new Ukraine government and economic sanctions on those responsible for the invasion of Crimea. “With today’s vote the Senate sent a clear message of solidarity with the people of Ukraine, and indignation for those responsible for the invasion of the Crimea. Russia must be held accountable for its blatant violations of international agreements. The sanctions leveled by Congress are intended to show that Mr. Putin’s inability to conform to international norms, and honor Russia’s agreements, will come at a heavy price.   • Senate Floor Statement on Ukraine

    Madam President, Russia's invasion of Ukraine is one of the most serious breaches of the OSCE principles since the signing of the 1975 Helsinki Final Act. These principles are at the foundation of the Organization for Security and Cooperation in Europe. Russia, as a participating state, agreed to hold these principles, including territorial integrity of states, inviolability of frontiers, refraining from the threat of use of force, peaceful settlements of disputes, and others. With this invasion, which is based, as Secretary Kerry has stated, on a completely trumped-up set of pretexts, Russia has shown its utter contempt for these core principles, indeed, for the entire OSCE process--not only the OSCE but the 1994 Budapest Memorandum signed by the United States, the United Kingdom, Russia, and Ukraine that provides security assurances for Ukraine, and the 1997 Ukraine -Russia bilateral treaty, and the U.N. charter, and other international agreements. Russia’s military invasion of Ukraine is also a gross violation of the Vienna Document's confidence and security building mechanisms which govern military relations and arms control. So let's examine Vladimir Putin's justification for this unprovoked invasion. He claims there is a need to protect Russian interests and the rights of Russian-speaking minorities. They characterize it as a human rights protection mission that it clearly is not. Russian officials fail to show any real evidence that the rights of ethnic Russians in Crimea--where they actually constitute a majority and have the most clout politically--and Ukraine at large have been violated. In fact, there is overwhelming evidence that the protests in some Ukrainian cities are being stoked by the Russians. Putin and other Russian officials make all sorts of unfounded accusations, including that masked militia are roaming the streets of Kyiv, although the Ukrainian capital and most of Ukraine has been calm for the last few weeks. Mr. Putin claims there is a “rampage of reactionary forces, nationalist and anti-Semitic forces going on in certain parts of Ukraine.'' Yet Kyiv's chief rabbi and a vice president of the World Jewish Congress on Monday accused Russia of staging anti-Semitic provocations in Crimea.  Mr. Putin accuses Ukraine's new legitimate transition government--not yet 2 weeks old--of threatening ethnic Russians. Yet there is a myriad of credible reports to the contrary. Indeed, although there has been unrest in some cities, there has been no serious movement in the mostly Russian-speaking eastern and southern regions to join with Russia. The clear majority of Ukrainians wants to see their country remain unified and do not welcome Russian intervention. All Ukrainian religious groups have come out against the Russian intervention and stand in support of Ukraine's territorial integrity and inviolability of its borders, as have minority groups such as the Crimean Tatars and the Roma. I submit that the real threat posed by the new government is that it wants to assertively move Ukraine in the direction of political and economic reforms and in the direction of democracy, respect for how human rights, the rule of law--away from the unbridled corruption of the previous regime and the kind of autocratic rule found in today's Russia. As for protecting Russian interests in Crimea, the Russians have not produced one iota of evidence that the Russian Black Sea Fleet, based in the Crimean city of Sevastopol, is under any kind of threat. Indeed, when the Ukrainians reached out to the Russians to try to engage them peacefully, they have been rebuffed. Russian authorities need to send their troops back to the barracks and instead engage through diplomacy, not the threat or use of force. The Russian actions pose a threat beyond Ukraine and threaten to destabilize neighboring states. I pointed out at a hearing we had this week in the subcommittee of the Senate Foreign Relations Committee, and in a hearing of the Helsinki Commission, that if Russia can use force to try to change territories, what message does that send to the South China Sea, what message does that send to the Western Balkans? Just as Poland has already invoked article 4 NATO consultations, the Baltic States and others in the region are wary of Russian goals. As chairman of the Helsinki Commission and a former vice president of the OSCE Parliamentary Assembly, I am encouraged to see active and wide-ranging engagement of the OSCE to deescalate tensions and to foster peace and security in Ukraine. The OSCE has the tools to address concerns with regard to security on the ground in Crimea, minority rights, and with regard to preparations for this democratic transition to lead to free and fair elections. In response to a request by the Ukrainian Government, 18 OSCE participating states, including the United States, are sending 35 unarmed military personnel to Ukraine. This is taking place under the Vienna Document, which allows for voluntary hosting of visits to dispel concerns about unusual military activities. Various OSCE institutions are activating, at the request of the Ukrainian Government, including the OSCE's human rights office, known as the ODIHR, to provide human rights monitoring as well as election observation for the May 25 Presidential elections. The OSCE High Commissioner on National Minorities, Representative on Freedom of the Media, and the head of the Strategic Police Matters Unit, among others, are all in Kyiv this week conducting fact-finding missions. A full-scale, long-term OSCE Monitoring Mission is being proposed, and this mission needs to go forward. All of these OSCE efforts are aimed at deescalating tensions, fostering peace and stability, ensuring the observance of OSCE principles, including the human dimension, helping Ukraine in its transition, especially in the run-up to the May elections. These OSCE on-the-ground efforts are being thwarted by the Russian-controlled newly installed Crimean authorities. The OSCE Unusual Military Activities observers have been stopped from entering Crimea by unidentified men in military fatigues. Also, the OSCE Media Freedom Representative and her staff were temporarily blocked from leaving a hotel in Crimea where she was meeting with journalists and civil society activists. The U.N. special envoy was accosted by unidentified gunmen after visiting a naval headquarters in the Sevastopol. The blocking of international monitors--who were invited by the Ukrainian Government and who clearly are trying to seek peaceful resolutions to the conflict--is completely unacceptable and we should hold Russia responsible for their safety. Russia is a member of the OSCE--one of the founding members--and they are openly violating the core principles of the Helsinki Final Act. Russia signed on to the institutions that are available under OSCE for this exact type of circumstance--to give independent observation as to what is happening on the ground. Sending this mission, at the request of the host country, into Crimea is exactly the commitments made to reduce tensions in OSCE states, and Russia is blocking the use of that mechanism. The United States and the international community are deploying wide-ranging resources to contain and roll back Russia's aggression and to assist Ukraine's transition to a democratic, secure, and prosperous country. Both the Executive and the Congress are working around the clock on this. President Obama has taken concrete action and made concrete recommendations.  As the author of the Magnitsky Act, I welcome the White House sanctions announced today, including visa restrictions on officials and individuals threatening Ukraine's sovereignty and territorial integrity and financial sanctions against those "responsible for activities undermining democratic processes or institutions in Ukraine .'' It was just a little while ago that we passed the Magnitsky Act. We did that in response to gross human rights violations within Russia against an individual named Sergei Magnitsky. What we did is say that those who were responsible for these gross violations of internationally recognized rules should be held accountable, and if they are not held accountable, the least we can do in the United States is not give them safe haven in our country, not allow the corrupt dollars they have earned to be housed in America--no visas, no use of our banking system. The President is taking a similar action against those responsible for the invasion and military use against international rules in Ukraine. These steps are in addition to many other actions, including the suspension of bilateral discussions with Russia on trade and investment, stopping United States-Russia military-to-military engagement, and suspending preparations for the June G8 summit in Sochi. Both Chambers are working expeditiously on legislation to help Ukraine in this delicate period of transition. We also need to work expeditiously with our European friends and allies, and I am encouraged by the news that the EU is preparing a $15 billion aid package. Ukraine has exercised amazing restraint in not escalating the conflict, particularly in Crimea. I applaud their restraint and their action. The people of Ukraine have suffered an incredibly difficult history, and over the last century they have been subjected to two World Wars, 70 years of Soviet domination, including Stalin's genocidal famine. They certainly do not need another senseless war. Nothing justifies Russia's aggression--nothing. Our political and economic assistance at this time would be a testament to those who died at the Maidan just 2 weeks ago and a concrete manifestation that our words mean something and that we do indeed stand by the people of Ukraine as they make their historic choice for freedom, democracy, and a better life. I yield the floor.

  • Healing the Wounds of Conflict and Disaster: Clarifying the Fate of Missing Persons in the OSCE Area

    The hearing examined efforts by governments and their partners in clarifying the fate of persons missing within a number of OSCE participating States and partner countries, especially in the western Balkans and northern Caucasus. The hearing also appraised the adequacy of assistance to governments and other entities engaged in locating missing persons, the obstacles that impede progress in some areas, as well as how rule of law mechanisms help governments fulfill their obligations to the affected families and society in clarifying the fate of missing persons. Currently, over a million persons are reported missing from wars and violations of human rights. In addition, there are thousands of reported cases a year of persons missing from trafficking, drug-related violence, and other causes. Locating and identifying persons missing as a result of conflicts, trafficking in humans and human rights violations and other causes remains a global challenge, with significant impact within the OSCE area.

  • OSCE 2010 Informal Ministerial: Kazakhstan Persistence Earns a Summit in Astana

    By Winsome Packer Policy Advisor Kazakhstan hosted its long-sought OSCE Informal Ministerial in Almaty July 16-17, 2010, the realization of a key aim of its Chairmanship. A second important objective of the Kazakh Chairmanship: a summit on Kazakh soil during 2010, came closer to realization during the meeting. An Astana Summit would be the OSCE’s first since the 1999 Istanbul Summit, which yielded the Adapted Conventional Armed Forces Treaty. Early and persistent calls for “substance before summit” by the U.S. Delegation and other participating States had put in doubt both the informal ministerial and the summit for months. However, a number of the participating States argued for the high level attention to wide-spread security challenges in the OSCE region and the erosion of OSCE values in some quarters. Ten years after the last OSCE summit, they argued, necessitated a meeting of heads of states and governments to reaffirm the participating States’ commitment to the organization’s values and agree on a way forward to tackle the challenges confronting the region today. Thus, six months of, at times, heated informal Corfu dialogue on security challenges in the OSCE region, which was mandated by the Athens Ministerial Declaration, yielded more than 50 “food for thought” papers from the participating States, the Parliamentary Assembly, the OSCE Secretariat, the Partners for Cooperation, think tanks and non-governmental organizations. The thematic papers evolved into an Interim Report during June, which incorporated the proposals submitted within the Corfu Process. It formed the basis for the agenda at the Almaty Informal Ministerial and for the Summit which will be held in Astana December 1-2, 2010. The Almaty Informal Ministerial saw the participation of more than forty foreign ministers, including from the Russian Federation, France, Germany, Canada, Spain, Portugal, Poland, Georgia, Turkey, Austria, and Ukraine. The Parliamentary Assembly’s delegation included President Petros Efthymiou, and Secretary General Spencer Oliver. The U.S. delegation was headed by Deputy Secretary of State James Steinberg who, in a bilateral meeting with the Kazakhstanis on July 16, affirmed U.S. support for an OSCE summit this year. The joining of consensus on the summit decision by the United States elicited private expressions of relief from many delegates, and heightened expectations for the summit which would reflect the outcome of the Corfu Process: a declaration and an action plan. The Chair-in-Office requested that the OSCE delegations work toward these aims throughout the summer. During the meeting, delegates voiced support for the summit, to be held in Astana. A majority of the participating States urged OSCE support for Kyrgyzstan, in particular, through the deployment of a police mission. The United States and many delegates stated that the substance of the summit should be based upon the four proposals put forward by the European Union to: (1) bolster the OSCE’s capabilities in all three dimensions to promote early warning, conflict prevention and resolution, crisis management and post-conflict rehabilitation, including in relation to the protracted conflicts; (2) strengthen implementation and follow-up of OSCE norms, principles and commitments in particular, human dimension commitments covering human rights and fundamental freedoms, including freedom of the media; (3) enhance the conventional arms control framework, including confidence and security building measures, through updating the 1999 Vienna Document and the Conventional Forces in Europe Treaty); and (4) increase attention to transnational threats in all three OSCE dimensions. Some delegates also called for a summit to: focus on instability in Afghanistan; intensify efforts to resolve protracted conflicts in the region, and address nuclear terrorism and the proliferation of nuclear and weapons of mass destruction. The United States called for greater military transparency, implementation of human dimension commitments and addressing inter-ethnic conflict in Kyrgyzstan. The U.S. delegation also expressed support for the expeditous deployment of a police force to Kyrgyzstan and for an action plan for the future work of the participating States. In addition to supporting the European Union’s four summit process proposals, the United States also expressed support for a focus on Afghanistan. A Chair’s Perception Paper, resulting from the informal ministerial, incorporated these concerns. Russian Foreign Minister Sergei Lavrov reiterated Russia’s support for the summit “this year.” He urged the involvement of other regional and sub-regional leaders in addressing the Kyrgyzstan situation. He expressed hope that action would be taken on Russia’s proposal for a European Security Treaty (EST) and that it would not merely remain a “subject for discussion.” Lavrov said that the summit document should reflect the post Cold War situation and the security system that emerges should be “free of dividing lines.” He said that Russia was studying NATO’s response to the EST proposal and underlined that the summit should give strong, political impetus for supporting Kyrgyzstan. Concurrent with the Informal Ministerial, draft decisions on the holding of an OSCE summit during 2010 and draft decisions on the agenda and modalities of the summit and agenda and modalities for a review conference were circulated. The review conference would be held in Vienna, Warsaw, and Astana. Negotiations on the draft decisions began on July 19.

  • OSCE Parliamentary Assembly Session in Oslo

    Mr. CARDIN. Mr. President, I want to report on the activities of a bicameral, bipartisan congressional delegation I had the privilege to lead last week as chairman of the Helsinki Commission. The purpose of the trip was to represent the United States at the 19th Annual Session of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe, otherwise known as the OSCE PA. The annual session this year was held in Oslo, Norway, and the U.S. delegation participated fully in the assembly's standing committee, the plenary sessions, the three general committees and numerous side events that included discussion of integration in multiethnic societies and addressing gender imbalances in society.  Although some last-minute developments at home compelled him to remain behind, our colleague from the other Chamber, Mr. Alcee Hastings of Florida, was present in spirit as the deputy head of the delegation. Mr. Hastings, who co-chairs the Helsinki Commission, was very active in the preparations for the trip, and his legacy of leadership in the OSCE PA--for over a decade--is tangible in the respect and goodwill afforded the United States during the proceedings.  Our assistant majority leader, Mr. Durbin of Illinois, joined me on the trip, as he did last year. Our colleague from New Mexico who serves as a fellow Helsinki Commissioner, Mr. Udall, also participated. Helsinki Commissioners from the other Chamber who were on the delegation include Mr. Christopher Smith of New Jersey, serving as the ranking member of the delegation, as well as Mrs. Louise McIntosh Slaughter of New York, and Mr. Robert Aderholt of Alabama. Although not a member of the Helsinki Commission, Mr. Lloyd Doggett of Texas has a longstanding interest in OSCE-related issues and also participated on the delegation.  As many of you know, the OSCE Parliamentary Assembly was created within the framework of the OSCE as an independent, consultative body consisting of over 300 Parliamentarians from virtually every country in Europe, including the Caucasus, as well as from Central Asia, and the United States, and Canada. The annual sessions are held in late June/early July as the chief venue for debating issues of the day and issuing a declaration addressing human rights, democratic development and the rule of law; economic cooperation and environmental protection; and confidence building and security among the participating states and globally.  This active congressional participation helps ensure that matters of interest to the United States are raised and discussed. Robust U.S. engagement has been the hallmark of the Parliamentary Assembly since its inception nearly 20 years ago.  The theme for this year's annual session was ``Rule of Law: Combating Transnational Crime and Corruption.'' In addition to resolutions for each of the three general committees, delegations introduced a total of 35 additional resolutions for consideration, a record number, including 4 by the United States dealing with:  Nuclear security , which followed up directly on the Nuclear Summit here in Washington in April;  The protection of investigative journalists, a critical human rights issue as those who seek to expose corruption are targeted for harassment or worse;  Mediterranean cooperation, building on the OSCE partnerships to engage important countries in North Africa and the Middle East; and  Combating the demand for human trafficking and electronic forms of exploitation, a longstanding Helsinki Commission issue requiring persistence and targeted action.  U.S. drafts on these relevant, important topics received widespread support and were adopted with few if any amendments.  Beyond these resolutions, the United States delegation also undertook initiatives in the form of packages of amendments to other resolutions. These initiatives addressed:  The needs of the people of Afghanistan in light of the smuggling and other criminal activity which takes place there. The struggle for recovery stability and human rights in Kyrgyzstan, which is an OSCE state in the midst of crisis. And  Manifestations of racism and xenophobia that have become particularly prevalent in contemporary Europe. A critical U.S. amendment allowed us generally to support a French resolution that usefully addressed issues relating to the closure of the detention facility in Guantanamo Bay. Still other amendments coming from specific members of the U.S. Delegation covered a wide range of political, environmental and social issues relevant to policymakers. My colleagues and I were also active in the successful countering of amendments that would have steered resolutions on the Middle East and on the future of the OSCE multilateral diplomatic process in directions contrary to U.S. policy.  Beyond the consideration of the resolutions which now comprise the Oslo Declaration, the annual session also handled some important affairs for the OSCE PA itself. These, too, had relevance for U.S. policy interests:  the American serving as OSCE PA Secretary General, Spencer Oliver, was reappointed to a new 5-year term; a modest--and for the third fiscal year in a row--frozen OSCE PA budget of about $3 1/2 million was approved that requires continued and unparalleled efficiency in organizing additional conferences, election observation missions, and various other activities that keep the Parliamentary Assembly prominently engaged in European and Central Asian affairs;  in addition to my continued tenure as a vice president in the Parliamentary Assembly, Mr. Aderholt of Alabama was reelected as the vice chair of the general committee dealing with democracy, human rights, and humanitarian questions which ensures strong U.S. representation in OSCE PA decision-making; and a Greek parliamentary leader defeated a prominent Canadian senator in the election of a new OSCE PA president, following a vigorous but friendly campaign that encouraged the assembly to take a fresh look at itself and establish a clearer vision for its future.  While the congressional delegation's work focused heavily on representing the United States at the OSCE PA, we tried to use our presence in Europe to advance U.S. interests and express U.S. concerns more broadly. The meeting took place in Norway, a very close friend and strong, long-time ally of the United States of America. In discussions with Norwegian officials, we expressed our sorrow over the recent deaths of Norwegian soldiers in Afghanistan. We also shared our concerns about climate change and particularly the impact global warming has on polar regions  Indeed, on our return we made a well-received stop on the archipelago of Svalbard, well north of the Arctic Circle, to learn more about the impact firsthand, from changing commercial shipping lanes to relocated fisheries to ecological imbalance that make far northern flora and fauna increasingly vulnerable. The delegation also visited the Svalbard Global Seed Vault, a facility that preserves more than 525,000 types of seeds from all over the world as a safeguard for future crop diversity, and took the opportunity to donate additional U.S. seeds to the collection.  Norway is located close to a newer, but also very strong, ally with close ties to the United States, Estonia. Since last year's delegation to the OSCE PA Annual Session went to Lithuania and included Latvia as a side trip, I believed it was important to utilize the opportunity of returning to northern Europe to visit this Baltic state as well.  While some remained in Oslo to represent the United States, others traveled to Tallinn, where we had meetings with the President, Prime Minister, and other senior government officials, visited the NATO Cooperative Cyber-Defense Center of Excellence and were briefed on electronic networking systems that make parliament and government more transparent, efficient and accessible to the citizen. Estonia has come a long way since it reestablished its independence from the Soviet Union almost 20 years ago, making the visit quite rewarding for those of us on the Helsinki Commission who tried to keep a spotlight on the Baltic States during the dark days of the Cold War.  During the course of the meeting, the U.S. delegation also had bilateral meetings with the delegation of the Russian Federation and a visiting delegation from Kyrgyzstan to discuss issues of mutual concern and interest.  U.S. engagement in the OSCE Parliamentary Assembly sends a clear message to those who are our friends and to those who are not that we will defend U.S. interests and advance the causes of peace and prosperity around the world.
