Named for a longtime U.S. Ambassador to the Conference on Security and Cooperation in Europe, Max Kampelman Fellows represent the next generation of American leaders in security policy, human rights, and strategic communications.
Ann Olivia Radicioni, Policy Fellow, graduated from Mississippi State University with a B.A. (Hons) in Political Science and concentrations in International Affairs and Legal Studies. In the summer of 2024, she continued her education as an Associate Member of the University of Oxford, studying international State Formation. Most recently, Ann Olivia was a Legislative Affairs and Communications Intern in the Office of Vice President Kamala Harris. She has previously interned with the U.S. Department of State (23-24), the U.S. Helsinki Commission (Summer 23), and the Mississippi State Capitol (22). While in college, Ann Olivia was named a National Rhodes Scholarship Finalist; was elected as Mississippi State’s Student Body Vice President; and was selected as Miss Mississippi State University. Her key research interests include the rise of global wealth inequality, postcolonial nationalism, and comparative tax policy.
Sarah Stevens, Communications Fellow, recently graduated from Georgetown University’s School of Foreign Service with a M.A. in Eurasian, Russian, and East European Studies. She graduated from the University of North Carolina at Chapel Hill with a B.A. in Global Studies and Peace, War, and Defense. Before joining the Commission, Sarah was a Graduate Fellow at Georgetown University’s Berkley Center for Religion, Peace and World Affairs, and previously interned at the Department of State. Her research interests include the Black Sea region and Russian and Turkish foreign policy.
Connor Farrington, Intern, is currently pursuing his Master’s of Public Policy in foreign policy at George Washington University. He holds a B.A. in political science from Texas Tech University, with a focus on international relations and Spanish. Most recently, Connor was an intern in the Executive Office of the President at the Office of Management and Budget, and has previously interned at the State Department, Senate, and House of Representatives, including in the office of Helsinki Commission member Congressman Marc Veasey. He is proficient in Spanish and is learning Russian. His policy interests include foreign election interference in Eastern Europe, democratic backsliding, and conflict prevention.
Heidi Mattson, Intern, is pursuing her Master’s in Public Policy at The George Washington University. In May 2024, she graduated magna cum laude from the University of Kansas with her B.A. in Political Science and Global and International Studies. Additionally, she completed minors in Russian, East European, & Eurasian Studies, and History, as well as certificates in Gender, Law, and Policy and Global Awareness. This past fall, Heidi was a legislative intern for Representative Emanuel Cleaver II. Previously, while at the University of Kansas, she worked for the Institute for International and Global Engagement and the Dole Institute of Politics. In her senior year, she conducted a senior honors research thesis entitled “Strajk Kobiet: The Evolution of Polish Laws Combating Domestic Violence from 1952 to 2023.” She earned departmental honors for this project, as well as multiple research grants, and she presented her research at various conferences. Her research interests include global gender policy, human rights, post-Soviet affairs, and international development.
