Senior Policy Advisor
Sam Green joined the U.S. Commission on Security and Cooperation in Europe as a senior policy advisor in 2026. He serves as the Commission’s specialist on political-military affairs across the OSCE region and on the Western Balkans. Prior to joining the Helsinki Commission, he served as Germany Desk Officer at the U.S. Department of State, where he was the primary policy advisor on German security policy including coordination with German counterparts on military assistance, sanctions, and strategic communications. Previously, he served on the National Security Council as Policy Advisor for Russia and Central Asia, where he helped manage interagency policy coordination on sanctions, Russian energy, civil society support, and efforts to counter Russia’s defense industrial base. Earlier in his career, he served in the State Department’s Executive Secretariat and on the Central Asia desk, worked at the House Foreign Affairs Committee, and served as a Peace Corps volunteer in Kosovo. He holds a master’s degree from The Fletcher School of Law and Diplomacy at Tufts University. He speaks Albanian and Spanish.
