Since the beginning of Russia’s full-scale invasion of Ukraine, dictators around the world have united to both support Russia in executing its war and undermining the US-led world order. China’s veneer of neutrality has worn thin with its assistance to Russia in evading sanctions, procuring critical supplies and dual use technology, and whitewashing of war crimes and genocidal practices. North Korea’s support for the war has escalated from supplying munitions and artillery shells to providing thousands of troops on the Russia-Ukraine border in Kursk, as reported earlier this month. Iran has also provided Russia with lethal aid that has been instrumental in their war effort, most recently delivering Russia short-range ballistic missiles.
Understanding the deepening cooperation between Russia, China, North Korea, and Iran is imperative as the war in Ukraine nears its third year. Dictators are cooperating on political, military, and economic fronts in favor of Russian interests. The United States must demonstrate to both its adversaries and allies that it is prepared to address and counter deepening alignment among authoritarian regimes, which present a serious threat to American national security. This hearing will characterize the growing relationship between Russia, China, North Korea, and Iran in the context of Russia’s war in Ukraine and beyond, assess its impact on the security of the United States and partners, and provide policy responses to combat these threats.
