Today, Helsinki Commission Chairman, Senator Ben Cardin and Ranking Member, Senator Roger Wicker announced the introduction of the Holding Accountable Russian Mercenaries (HARM) Act, bipartisan legislation that would require the Secretary of State to designate the Russian-based PMC Wagner Group as a foreign terrorist organization (FTO). A companion measure led by Helsinki Commission Co-Chair, Rep. Steve Cohen, House Ranking Member, Rep. Joe Wilson and Commissioners, Reps.
