National Minorities in Eastern Europe, Part I: The Turkish Minority in Bulgaria
Tuesday, February 03, 1987This hearing, chaired by Commissioners Steny Hoyer and Dennis DeConcini, focused on the Bulgarian government’s attempts to forcibly assimilate the sizable Turkish minority in their country. The assimilation campaign began in 1984, and was the most egregious example of the Bulgarian government’s denial of rights to its citizens. This hearing was the first in a series of hearings in 1987 on national minorities in Eastern Europe. Witnesses included Ambassador Richard Schifter, Halil Ibisoglu, and Thomas Caufield Goltz.

Documents of the Helsinki Monitoring Groups in the U.S.S.R. and Lithuania (1976-1986), Vol. 3 - Ukraine
Thursday, January 01, 1987November 9, 1986, marked the 10th anniversary of the largest and, in terms of prison sentences, the most repressed of the Soviet Helsinki Groups--the Ukrainian Helsinki Group. Founded by Ukrainian writer and World War II veteran Mykola Rudenko, the group produced extensive documentation on violations of the Helsinki Accords in Ukraine, such as persecution of individual dissent, suppression of the Ukrainian language and culture, and religious persecution. The Soviet Government was determined to deny this group any public voice. Of the 38 members of the Ukrainian Helsinki Group, all but one have been imprisoned at one time or another. Fourteen Ukrainian Helsinki Monitors and one Estonian human rights activist who joined the group while in a labor camp, are currently serving lengthly sentences. Since May 1984, three members have died in camps. All three men had been ill and denied adequate medical care. Oleksa Tykhy, Yuriy Lytvyn and Vasyl Stus all died for their beliefs. Prior to his death, Stus had written "Moscow has given the camp authorities complete power, and anyone harboring the illusion that our relations with /the camp authorities/ are regulated by some sort of law is sadly mistaken." His words were tragically prophetic. We are concerned that the same fate awaits others, including Lev Lukianenko, Mykola Horbal, Ivan Kandyba, Vasyl Ovsienko and Vitaly Kalynychenko. It is vital that we remember the courageous members of the Ukrainian Monitoring Group and their eloquent call for compliance with the ideals of Helsinki. In fact, the Congress recently passed a resolution commemorating the anniversary of the founding of the Ukrainian Helsinki group and honoring the members of all the Soviet Helsinki Monitoring Groups. At the ongoing Vienna CSCE Follow-up Meeting, the United States and other Western delegations are speaking out on behalf of the imprisoned members of the Ukrainian and other Helsinki Groups. We hope that the documents contained in this volume will help to ensure that the Ukrainian Group and its message are not forgotten.

Report: Vienna Review Meeting of the CSCE - Phase I
Tuesday, December 02, 1986At the initial session of the third CSCE follow-up meeting held in Vienna from November 4 to December 20, 1986, the Soviet Union and a number of its Warsaw Pact allies came under the most concentrated and concerted attack for human rights abuses since the beginning of the Helsinki process in 1975. In some ways the barrage of criticism directed at the East during the implementation phase of the Vienna Conference was more remarkable for the fact that the Soviet Union for the first time offered a series of gestures, promises and public relations maneuvers specifically designed to soften or mute negative Western assessments of its performance. Partly out of underlying distrust for Soviet motives and partly because of Soviet bumbling or callousness in the death of imprisoned Helsinki Monitor Anatoly Marchenko and the agonizingly delayed departure of cancer patient Rimma Bravve, Western as well as neutral and nonaligned (NNa) participants joined together to mount an unprecedented indictment of Soviet and East European violations of the human rights provisions of the Helsinki Final Act. As a result, the calculated Soviet effort under General Secretary Gorbachev to project a new, more open and humane image remained at best open to doubt and at worst suffered a serious loss in credibility.

The Vienna Review Meeting of the CSCE - Compilation of Speeches, Nov-Dec 1986
Monday, December 01, 1986On November 4, 1986, the 35 signatory nations to the Helsinki Final Act convened in Vienna for the third follow-up meeting of the Conference on Security and Cooperation in Europe. During the six weeks that followed the opening of the Conference, there was a thorough exchange of views on the implementation of the provisions of the Helsinki Final Act and the Madrid Concluding Document, along with discussion about the next phases of review of the Helsinki process. The United States delegation to the Vienna Review Meeting made significant contributions in detailing the human rights abuses of the Soviet Union and the Eastern Bloc countries in their many speeches in both the plenary sessions and in various subsidiary working groups.

List of Organizations Involved in Exchange Programs with the Soviet Union and Eastern Europe
Wednesday, October 01, 1986The Commission developed this report to help interested persons and organizations participate in exchange programs with the Soviet Union and the countries of Eastern Europe: Poland, East Germany, Czechoslovakia, Hungary, Romania, and Bulgaria. It lists organizations which conduct exchange programs and other contacts with these countries. The parties to the Final Act of the Conference on Security and Cooperation in Europe declared their intention to expand cooperation in security, economic, humanitarian, information, culture, and education affairs and to respect and put into practice certain basic principles, including those of human rights. The Final Act was signed in Helsinki on August 1, 1975, by 35 heads of state or government, including the United States, Canada, and every state in Europe except Albania. The Commission on Security and Cooperation in Europe (Helsinki Commission) was created as an independent government agency in 1976 to monitor compliance with the Final Act and to encourage U.S. governmental and private programs to expand East-West economic and cultural cooperation and exchange of people and ideas. In the Final Act, the signatories express the view that cultural exchanges and development of relations in education and science contribute to the strengthening of peace, better mutual under standing, and enrichment of the human personality. In the Com mission's view, exchange programs with the Soviet bloc countries break down barriers and lessen distrust. They help Americans learn about the views and goals of these societies. Such programs help expose the peoples of these countries to the values and goals of our pluralistic society. Critical to such programs is that Americans are given the opportunity to tell the Soviets and their allies on a personal level about their concern for human rights and fundamental freedoms.

Stockholm Meeting of the Conference on Confidence and Security Building Measures and Disarmament in Europe (CDE)
Wednesday, October 01, 1986In this hearing, which Rep. Steny H. Hoyer presided over, took place on the heels of the Stockholm Meeting of the Conference on Confidence and Security Building Measures and Disarmament in Europe (CDE). Concerning the conference, Chairman D’Amato stated, “This package of confidence- and security-building measures is designed to bring about greater openness with respect to European security and reduce the risk of war.” One of the main aspects of this “package” was the first inclusion of provisions for onsite inspection in an East-West agreement. The conference had large implications for the Helsinki process. For instance, one named concern was that security could overshadow human rights. The witness (Ambassador Barry) did say, though, that the conference could, if properly implemented, reduce the risk of war in Europe, contribute to greater security and openness, and lead to improved East-West relations.

Vienna Follow-Up Meeting of the CSCE
Thursday, September 11, 1986This hearing focused on the Vienna Meeting and narratives in previous meetings in Belgrade and Madrid. These meetings centered on the U.S.S.R.’s persistent publicity about the true nature of the Soviet system, in particular regarding the role it played in the reversal of the Soviet image in Western Europe in the early 1980's. Due to Soviet improper compliance with OSCE rules and statues, such as detaining Helsinki monitors, the Vienna Meeting focused on strengthening the relevance and effectiveness of the Helsinki process to improve efficacy on progress.

THE OTTAWA HUMAN RIGHTS EXPERTS MEETING AND THE FUTURE OF THE HELSINKI PROCESS
Tuesday, June 25, 1985The commissioners gave testimony on the importance of the 35-nation conference which addressed "respect for human rights and fundamental freedoms, including the freedom of thought, conscience, religion or belief," The discussion centered on inconsistencies between the rhetoric of the United States on the subject of human rights and its actions. The focus of human rights covered the Soviet Union, Eastern Europe, and also Afghanistan. In response to human rights violations- recognizing the framework provided by the Helsinki accords- the witnesses discussed constructive measures to concentrate on human rights violations that could be corrected with relative ease and without effecting systemic change within the Soviet Union or the other states in the Soviet sphere.

GAO Report: Helsinki Commission: The First 8 Years
Friday, March 01, 1985This report, which describes and evaluates the work of the Commission on Security and Cooperation in Europe, is in response to Chairman Fascell's request. The report's conclusions: We believe that the Commission on Security and Cooperation in Europe has helped, through its hearings and reports, to focus public attention and to inform public opinion and has made itself a principal Western source of information on Soviet and East European violations of the Final Act; helped resolve numerous family reunification cases for Eastern victims of Communist repression; played a key role in planning and conducting U.S. Helsinki diplomacy.; and effectively promoted a strong U.S. human rights policy in the East-West dialogue about cooperation, detente, and international security. The Commission has put considerably less emphasis on implementing its second mandate--to monitor and encourage governmental and private programs aimed at expanding East-West economic and cultural cooperation. The Commission's unusual organizational arrangement has worked well, although there were some initial difficulties, and as some observers have pointed out, more orthodox arrangements could also have worked well. Commission-participation in the international conferences has enhanced its ability to carry out its mandate to monitor and report on implementation of the Helsinki accords, and it has increased the ability of the Commission's congressional members to influence U.S. policy in the Helsinki process. Yet it has invited criticism on constitutional grounds relating to the separation of powers because it has, in practice, given executive functions to staff personnel who report to members of Congress. No one we consulted has suggested that this arrangement should be changed with respect to the Helsinki Commission. Some, however, have cautioned against suggestions that such an arrangement might be applied to other areas of U.S. foreign relations.

Report: The Madrid CSCE Review Meeting
Wednesday, November 02, 1983The second follow-up meeting of the 35-nation Conference on Security and Cooperation in Europe (CSCE) finally came to a close on September 9, 1983, nearly three years after the deliberations began on November 11, 1980. Burdened throughout by sharply deteriorating East-West relations -- the result of the Soviet invasion and occupation of Afghanistan, the imposition of martial law in Poland and continuing Soviet human rights abuses -- the Madrid Meeting served to focus international attention on Soviet actions which violated the letter and spirit of the Helsinki Final Act. Even the formal closing week of the meeting was overshadowed by yet another Soviet atrocity -- the shooting down of a Korean commercial airliner with the loss of 269 lives. Review meetings like Madrid and its predecessor in Belgrade (October 1977 - March 1978) have a three-fold function: a review of the implementation records of the 35 participating states, the consideration of new proposals to enhance the provisions of the Helsinki Final Act and the adoption of a concluding document. The review of implementation at Madrid was frequently heated, at times tempestuous. Continuing East-West tensions over human rights and other issues determined that the consideration of new proposals and the adoption of a concluding document would necessarily be a protracted affair. While it did not take consensus to criticize implementation failures, CSCE procedures require unanimous consent of all 35 signatory states for agreement to a concluding document. The gulf between East and West was such, particularly on the key issues of human rights and military security, that more than two years of negotiations were necessary to produce the compromise concluding document. The length of these negotiations was also heavily conditioned by external events such as Poland and Afghanistan which had a strong negative effect on the proceedings.

Update on Raoul Wallenberg
Wednesday, August 03, 1983This hearing focused on the disappearance of Swedish diplomat Raoul Wallenberg, distinguished diplomat who risked his life to help grant protection to Jewish refugees in Hungary during Nazis occupation. Wallenberg’s whereabouts became unknown when the Soviets liberated Hungary. Despite Soviet declarations that Mr. Wallenberg died in 1947, many witnesses have contested this claim and have reported that he is in fact in Soviet prison. The Commissioners and the witnesses discussed the U.S. response and what further actions may be needed.

Implementation of the Final Act: Findings and Recommendations Seven Years After Helsinki
Monday, November 01, 1982This report, including its findings and recommendations, is based upon material compiled during the Commission's continuing study of Final Act implementation -- with special emphasis on the period since the last report in August 1980. The Commission has focused its attention in this report primarily on the compliance records of the Soviet Union and its Warsaw Pact allies where, with rare exceptions, the level of implementation in many areas continues to be appallingly low. Given the continued armed occupation of Afghanistan by Soviet forces; the imposition, under heavy Soviet pressures, of martial law in Poland; and the radically increased repression of all forms of dissent in the Soviet Union and many other Warsaw Pact countries, it is clear that compliance with the Final Act has seriously regressed. The Western CSCE states, on the other hand, generally have maintained relatively high standards of implementation in all areas of the Final Act, specifically, in those areas such as human rights where the Eastern record has been a cause of dismay. The Commission, therefore, has directed the bulk of its research to those nations whose records under the Helsinki Accords display the greatest need for improvement. For the CSCE review conference in Madrid, this report will serve as an overview of compliance of the two-year period since the Commission undertook its review in the fall of 1980. For the American public, whose support is essential to continued U.S. participation in the CSCE process, the report provides a current picture of major implementation achievements and shortcomings in the most critical areas - the Soviet Union and Eastern Europe.

Human Rights Situation in Turkey
Friday, October 01, 1982A staff-level fact-finding mission from the Commission on Security and Cooperation in Europe visited Turkey from August 22-29, for talks on the whole range of CSCE-related issues as part of Western preparations for the forthcoming session of the Madrid Meeting in November, 1982. In the course of these wider Madrid related discussions, the staff delegation discussed human rights issues as well as the transition to democracy under the martial law authorities, with a wide-range of officials and private individuals, including lawyers, journalists, professors, former politicians, businessmen and representatives of various ethnic and religious minorities. The staff-level delegation was able to meet with almost all of those with whom it requested appointments, with the notable exception of former Prime Minister Bulent Ecevit who began serving a prison sentence the day before the delegation arrived and, consequently, under Turkish law, was not permitted to meet with the delegation. The delegation was able to meet with the other former Prime Minister, Suleyman Demirel. The staff-level fact-finding visit was the result of mounting concern in Congress and among a wide spectrum of non-governmental organizations as well as groups abroad with developments in Turkey since the takeover by the Turkish military on September 12, 1980. In the past several months, the Commission had been approached by representatives of several influential groups expressing misgivings over events in Turkey and requesting a hearing or an investigation by the Commission into these problems under the terms of the Helsinki Final Act. Among these groups were: the American Bar Association's Subcommittee on the Independence of Lawyers in Foreign Countries, the International Human Rights Law Group, Amnesty International, the New York Helsinki Watch Committee, the International League for Human Rights and the Armenian Assembly of America. In addition to these public groups, members of Congress as well as parliamentary colleagues from several NATO countries expressed their concern with conditions in Turkey and urged that the Commission undertake an investigation into these problems from the vantage point of the Helsinki Final Act. The Chairman of the Subcommittee on Human Rights and International Organizations of the House Foreign Affairs Committee, Rep. Don Bonker, requested the Commission to hold joint hearings with his Subcommittee on violations of human rights in Turkey.

The Assassination Attempt on Pope John Paul II
Thursday, September 23, 1982The subject of this hearing, which Commissioner Millicent Fenwick chaired, was whether or not there was the possibility of complicity, on the part of the Soviet and Bulgarian secret police, to Turkish terrorist Mehmet Ali Agca’s assassination attempt on Pope John Paul II. As per Principle VI of the Helsinki Final Act, signatory nations are to refrain from direct or indirect assistance to terrorist activities. Bulgaria and the Soviet Union were privy to this at the time of the hearing. The hearing utilized witnesses to shed light as to whether or not Bulgaria and the Soviet Union were honoring this commitment in Principle VI, which was not a guarantee, especially because of Mehmet Ali Agca’s potential involvement in a Turkish arms ring that Bulgarians supported. The hearing was part and parcel of an “essential” effort to carefully and impartially examine all evidence of possible Soviet and Bulgarian involvement with Agca.

Soviet Involvement in the Polish Economy
Thursday, April 01, 1982Commissioner Dante B. Fascell chaired this hearing, the purpose of which was to review the record of Soviet involvement in the planning, direction, and operation of the Polish economy. Before the time of this hearing, Soviet involvement in the Polish economy had been the source of much speculation. More specifically, Poland’s economy was functioning poorly, but it was debated whether the fault of this lay more with Poland itself or more with the U.S.S.R. What was hoped to be achieved in the hearing, then, was to shed light on the issue of how Soviet involvement affected the Polish economy, specifically based on the personal experience of one of Poland’s leading economists and a former government official, Ambassador Zdzislaw Rurarz.

Soviet Violation of Helsinki Final Act: Invasion of Afghanistan
Wednesday, July 22, 1981Attendees at this hearing, over which Commissioner Dante B. Fascell presided, discussed the December 1979 invasion of Afghanistan by the former Soviet Union, an invasion that ran counter to international law due to Afghanistan’s status as sovereign and independent. The set of agreements that the Soviet Union signed on to in 1975 with 34 other countries (i.e. the Helsinki Final Act) incorporated rights inherent in a country’s sovereignty, refraining from the threat or use of force, the rights of peoples to self-determination, and acceptance of international conduct principles. In short, the Soviet Union’s invasion and attempted occupation of Afghanistan had struck at the very heart of these principles, and its invasion had severely damaged the international climate and greatly damaged East-West relations.

A Thematic Survey of the Documents of the Moscow Helsinki Group
Tuesday, May 12, 1981The Moscow Public Group to Promote Observance of the Helsinki Accords in the USSR (better known as the Moscow Helsinki Group) announced its formation at a press conference for Western journalists on May 12, 1976. The first statement of the Moscow Helsinki Group publicized the names and addresses of the founding members: Professor Yuri Orlov, Group leader; and founding members Lyudmila Alekseeva, Elena Bonner, Aleksandr Ginzburg, Petro Grigorenko, Malva Landa, Anatoly Marchenko, Vitaly Rubin and Anatoly Shcharansky. (Later, ten other human rights activists joined the Moscow Helsinki Group: Sofya Kalistratova, Ivan Kovalev, Naum Meiman, Yuri Mnyukh, Viktor Nekipelov, Tatiana Osipova, Feliks Serebrov, Vladimir Slepak, Leonard Ternovsky and Yuri Yarym-Agaev.) Believing that human needs and open information are directly related to international security, the Group seeks to inform the CSCE states and public opinion about violations in the USSR of the humanitarian provisions of the Final Act. The Moscow Helsinki Group hopes that the information it provides will be considered at those international meetings (the Belgrade Conference, the Madrid Conference and similar future meetings) which are envisioned in the Final Act, under the section "Followup to the Conference," to examine the fulfillment of obligations under the Helsinki Accords. The Group called itself the Group to Promote the observance of the Helsinki Accords to stress its loyalty to the authorities and its desire to cooperate if they revealed a conscientious attitude towards their Helsinki human rights obligations. The Group members called on other CSCE signatories to create similar citizens groups, since violations of the Final Act human rights provisions are possible in any country.

Fifth Anniversary of the Formation of the Ukrainian Helsinki Group
Monday, February 16, 1981On November 9, 1976, 10 brave men and women in Kiev organized a citizens' group to examine how the Soviet Government was living up to its Helsinki human rights pledges. Tragically, however, far from greeting this new civic endeavor, the Kremlin, in a savage campaign of official reprisal, singled out the Ukrainian Helsinki Group for especially harsh treatment. By 1981, 30 group activists were in Soviet camps, prisons, and places of exile. The four witnesses at the Helsinki Commission hearing provided expert testimony on Ukraine and the Helsinki process, and their fates gave an insight into the radically different ways in which our Government and that of the Soviet Union reacted to citizen interest in the Helsinki process.

En route to the OSCE Parliamentary Assembly’s Winter Meeting in Vienna, Austria, a delegation organized by the Helsinki Commission visited Israel and Turkey for talks on issues of key concern to U.S. foreign policy and the OSCE. These destinations in particular were selected to explore the impact on the OSCE region resulting from the ongoing tensions in the Middle East stemming from the active conflict and humanitarian crisis in Syria. The delegation was not only bipartisan but included Members from the Senate and House of Representatives, as well as two senior officials from the Department of Commerce.
The delegation, which departed February 15 and returned on February 23, was led by Helsinki Commission Chairman Senator Benjamin L. Cardin of Maryland and included Representatives Robert B. Aderholt of Alabama, Alcee L. Hastings of Florida and Mike McIntyre of North Carolina as well as Assistant Secretary of Commerce Michael C. Camuñez from the Helsinki Commission. Senator Bernie Sanders of Vermont and Deputy Assistant Secretary of Commerce for Europe and Eurasia Matthew Murray also joined the delegation.
High Level Meetings in Israel
The delegation’s first stop was Jerusalem. Following a late arrival on Saturday, February 16, the delegation was briefed by Ambassador Daniel Shapiro and Consul General Michael Ratney in preparation for meetings on Sunday with Prime Minister Benjamin Netanyahu, President Shimon Peres, the Institute for Intelligence and Special Operations (Mossad), Palestinian Prime Minister Salam Fayyad and other officials.
High on the delegation’s agenda were U.S.-Israeli relations, including economic cooperation, the peace process, renewal of Israeli-Turkish relations and regional security. President Peres welcomed the delegation in his residence and praised the work of the Helsinki Commission on human rights. Chairman Cardin and President Peres engaged in a lengthy conversation regarding the nuclear ambitions of Iran as well as human rights in that country. They also focused on investment and economic development in the region, particularly the need to provide employment and entrepreneurship opportunities for young people in the Arab world.
Members of the delegation met with Prime Minister Benjamin Netanyahu in his cabinet offices for a wide ranging discussion on Iran, the peace process, violence in Syria, Israel-Turkey relations and economic cooperation between our two countries. The Prime Minister also offered a candid assessment of the January 22 parliamentary elections in Israel and his efforts to form a new government.
Meeting with the delegation in the U.S. Consulate in Jerusalem, Palestinian Prime Minister Salam Fayyad provided an overview of the economic and security situation in the West Bank, the status of Palestinian-Israeli relations and the peace process. The Prime Minister indicated that there is outright disillusionment with the peace process among the Palestinian people. What is badly needed, he said, is a sense of renewal and energy by both parties to return to negotiations.
The remainder of the day included meetings with Deputy Prime Minister and Minister of Intelligence and Atomic Energy, Dan Meridor, Central Bank Governor Stanley Fischer and a briefing by Israel’s Institute for Intelligence and Special Operations (Mossad). The delegation departed early the next morning for Turkey.
Fostering Security Cooperation with Turkey
Chairman Cardin's delegation stopped in Ankara, Gaziantep, and Istanbul while in Turkey. In Ankara, the delegation met with President Abdullah Gul, Deputy Prime Minister Ali Babacan, and Omer Onhon, former Turkish ambassador to Syria. The delegation prioritized international engagement in the Syrian conflict, the status of Syrian refugees, the urgency of improving Turkish-Israeli relations, the Middle East Peace Process, bilateral economic cooperation and ongoing human rights concerns in their consultations with Turkish government officials. The delegation was briefed by U.S. Ambassador Frank Ricciardone and his staff on bilateral U.S.-Turkish priorities and the security of U.S. embassies following the tragic February 1, 2013 attack on the embassy in Ankara.
In Gaziantep, Chairman Cardin's delegation was the first group from Congress to visit the American detachment of the newly established NATO Patriot missile batteries. Members met with the troops stationed near Gaziantep and were briefed on security concerns emanating from the Syrian conflict and NATO efforts to ensure the security of Turkish communities near the Syrian border. The delegation was briefed by regional staff of the U.S. Office of Foreign Disaster Assistance on their substantial efforts to meet the humanitarian needs of the Syrian people in refugee camps and ensure the necessary resources reach the internally displaced civilians within Syria.
The delegation then proceeded to visit the central Turkish camp for Syrian refugees in Kilis, which is one of more than 20 such camps along the border. After a briefing by the Turkish Ministry of Foreign Affairs, the Members had an opportunity to see the facilities. The Turkish government has independently made a substantial investment in Syrian humanitarian assistance through their camps. They urged the delegation to encourage the international community to contribute more financial support to address the lack of resources for the growing Syrian refugee population in the region. The delegation also met the camp leadership elected from among the refugees, which reflected the diversity of those displaced by the conflict. The camp leaders urged the delegation to act expeditiously to support the Syrian opposition before the positive perception of the United States irreparably diminishes among Syrian civilians.
In Istanbul, the delegation participated in a discussion on the success of bilateral economic cooperation and overcoming barriers to increase U.S. investment in Turkey hosted by the Joint American Business Forum of Turkey and the Turkish-American Business Council. Members then convened a roundtable discussion with a diverse group of Syrian opposition activists based in Istanbul. The activists expressed an urgent interest in the future U.S. role in addressing the security and humanitarian impacts of Syrian conflict. The delegation also had an opportunity to meet with graduate students of Bahcesehir University to discuss the importance of international academic exchanges and youth professional development.
OSCE Parliamentary Assembly Meets in Vienna
The congressional delegation concluded in Vienna, Austria, to represent the United States at the Winter Meeting of the OSCE Parliamentary Assembly (OSCE PA). Like the OSCE of which it is a part, the Parliamentary Assembly has been an important venue for important initiatives relating to the Helsinki Commission’s work. Those initiatives include addressing specific human rights concerns in numerous countries and combating intolerance in society, organized crime and official corruption, and trafficking in persons. They also include promoting transparency in government and business practices. The United States has traditionally maintained a robust presence in the Assembly, assuring European friends and allies of willing U.S. engagement on issues of common concern and ensuring that the Assembly’s work reflects U.S. interests. Representative Aderholt, for example, is currently an OSCE Vice President and sits on a subcommittee dealing with rules of procedure and an ad hoc committee focusing on reform and transparency of the OSCE.
The Winter Meeting is a two-day event held at the Hofburg premises of the OSCE, allowing diplomatic personnel from this multilateral organization to report to the parliamentarians on security, economic, environmental and human rights developments across Europe and into Central Asia. The Winter Meeting also provides a forum for open debate of topical issues and to present ideas for resolutions to be considered later in the year. In the decade since it was first organized, the Winter Meeting has become second in importance only to the OSCE PA’s Annual Session, which is held in June or July in different locations to consider these resolutions and adopt a declaration. In 2013, there were more than 200 parliamentarians in attendance.
Ambassador Ian Kelly, the U.S. Representative to the OSCE, briefed the delegation soon after its arrival on the regional issues of interest to the OSCE, as well as organizational developments, from a U.S. policy perspective. Ukraine has taken the OSCE’s chairmanship for 2013, and efforts continue to achieve progress on priority issues in time for a foreign ministerial scheduled for year’s end. As it approaches its 40th anniversary in 2015, the OSCE is also seeking to develop its structural and substantive abilities in order to remain relevant to European security, but it must do so in the face of efforts by Russia and like-minded states to undermine the OSCE’s human rights focus.
OSCE PA President Riccardo Migliori of Italy opened the Winter Meeting with a call to find “solutions for the future” based on “the road map signed in our past,” namely the 1975 Helsinki Final Act. The opening plenary was also addressed by Austrian National Council President Barbara Prammer, OSCE Secretary General Lamberto Zannier of Italy, and the Special Envoy of the OSCE Chair-in-Office, Viacheslav Yatsiuk of Ukraine.
Additional discussions were held in each of the Assembly’s three General Committees: the First Committee dealing with political affairs and security; the Second Committee with economic affairs, science, technology and the environment; and the Third Committee with democracy, human rights and humanitarian questions. Committee rapporteurs and guest speakers discussed current issues and the prospects for OSCE PA work in the coming year.
Assistant Secretary of Commerce Camuñez was a featured opening speaker for the Second Committee, focusing on economic issues in particular. Calling for a “truly 21st century approach” to engagement on these issues within the OSCE, he focused in particular on work being done on energy security and sustainability. He also called for operationalizing OSCE commitments on good governance and transparency adopted at the 2012 Dublin Ministerial Council of the OSCE and asked parliamentarians to play their role by passing needed laws and encouraging government policies that reflect OSCE norms and goals.
The Winter Meeting traditionally includes a closing joint-committee session to debate issues that are particularly relevant and timely. This year, the debate focused on how OSCE countries should respond to crises in Syria, the Sahara, and North Africa. Representative Hastings, speaking as the OSCE PA’s Special Representative on Mediterranean Affairs, made a presentation that called on the parliamentarians to consider being in the place of the Syrian people as they flee their homes and lose loved ones, including children, while the world watches. He called on the participating States to halt the flow of arms to Syria, and insisting the Bashar al-Assad “must go,” called for him to be held accountable for his crimes before the International Criminal Court. Chairman Cardin also spoke in the debate, reporting on the discussions the delegation had in Israel and Turkey regarding Syria and praising Turkey’s efforts to accommodate massive inflows of refugees.
During the course of the Winter Meeting, the OSCE PA convenes its Standing Committee, composed only of Heads of Delegation and officers, to shape the Assembly’s work. Helsinki Commission Co-Chairman Representative Christopher H. Smith, who was unable to attend the Winter Meeting, and Rep. Hastings each submitted to the committee written reports on their activities as Special Representative on Human Trafficking and as Special Representative on Mediterranean Affairs, respectively. Chairman Cardin participated in a lengthy debate on OSCE election observation, calling for the Assembly and the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR) to coordinate in the field and to take advantage of parliamentary leadership to make observation most effective.
The delegation used its time at the Winter Meeting to engage in bilateral meetings with parliamentarians and officials regarding Helsinki Commission concerns, including the OSCE Chair-in-Office envoy Yatsiuk, OSCE Secretary General Zannier and ODIHR Director Janez Lenarcic of Slovenia. Representative Hastings also organized a working session with visiting delegates from the Mediterranean Partner countries in order to plan activity for the coming year that will strengthen the partnership between the Mediterranean Partners – Algeria, Egypt, Israel, Jordan, Morocco and Tunisia – and the OSCE. Representative Aderholt also met with human rights activist and opposition representative Andrei Sannikov to discuss common concerns in Belarus.
Beyond the Hofburg, the delegation also met with Ambassador Joseph MacManus, who represents the United States at United Nations organizations based in Vienna, and Director General of the International Atomic Energy Agency Yukiya Amano of Japan. Nuclear proliferation was the main issue in these meetings. Chairman Cardin also was accompanied by the U.S. Ambassador to Austria, Willliam Eacho, as he paid tribute at the Austrian National Council to the Vienna-based organization CENTROPA and its American Director, Ed Serotta, for efforts to preserve Jewish memory in Central and Eastern Europe, the former Soviet Union, the Balkans and the Baltics for future generations.
By all accounts, the Winter Meeting represented two days of healthy debate and discussion. The U.S. Delegation played an active role throughout the meeting, making presentations and responding to statements of others.
