CSCE :: Text Records WINSOME PACKER - Winsome Packer was appointed Policy Advisor for CSCE Security issues in May 2007. Her portfolio includes combating terrorism, border control, travel documents security, trafficking, arms control, and policing. Prior to this appointment, Ms. Packer served as an aviation and border security advisor to the United States House of Representatives Committee on Homeland Security. She also served as a United States advisor to the United Nations Commission on the Status of Women in 2002, and has worked to advance democracy and good governance in Africa. Ms. Packer holds a Master of Public Administration from Georgia State University and a Bachelor of Arts in International Affairs from Florida State University. She is proficient in Portuguese.
