WINSOME PACKER - Winsome Packer serves as the Helsinki Commission’s policy advisor on political-military security issues. Her portfolio includes arms control, combating terrorism and the illicit trafficking in arms and drugs, and border security. During 2008-2010, Ms. Packer served as the Commission’s Representative to the Organization for Security and Cooperation in Vienna, Austria. Prior to joining the Commission, she served as an aviation and border security advisor to the United States House of Representatives Committee on Homeland Security. She also served as a United States advisor to the United Nations Commission on the Status of Women in 2002, and has worked to advance democracy and good governance in Africa. Ms. Packer holds a Master of Public Administration from Georgia State University and a Bachelor of Arts in International Affairs from Florida State University. She is proficient in Portuguese.
